On June 1 this year, the third revision of the Copyright Law of the People's Republic of China came into effect. The new Copyright Law clarifies the types of audiovisual works for short videos, providing an opportunity for the identification of the nature of short video works, copyright ownership and the application of the fair use system.

Earlier, the phenomenon of short video infringement once triggered industry condemnation. On April 9, 2021, more than 70 film and television units, including Tencent and iQiyi, jointly issued a statement calling for rights protection; on April 23, the China Television Art Exchange Association, the China Television Drama Production Industry Association and other film and television media units once again issued a joint initiative against the phenomenon of short video infringement. However, some Internet analysts believe that the detailed rules this time are not "detailed" enough, and the key depends on the degree of specification and implementation. But platforms also have no incentive to regulate. ”
