Recently, the "Beijing "14th Five-Year Plan" Period International Science and Technology Innovation Center Construction Plan" was announced.

Since 2014, Beijing has fully implemented the innovation-driven development strategy. The announcement of the "Planning" means that the important window period for the Beijing International Science and Technology Innovation Center to be built first has been opened, and the construction process has been further accelerated.

The "Plan" puts forward a clear development goal - by 2025, the Beijing International Science and Technology Innovation Center will be basically formed and built into a major scientific center and innovation highland in the world.

However, at such a node, the public opinion field actually produced a strange view of "moving Lenovo's headquarters out of Beijing", believing that Lenovo consumed too many resources in Beijing. At the same time, there is no shortage of authoritative channels to suggest that Lenovo move its headquarters to other cities, such as Hubei media believe that Lenovo headquarters should be moved to Wuhan, can be closer to the production base, the combination of production and research is closer; Tianjin media proposed that Lenovo headquarters should settle in Tianjin, taking advantage of Tianjin's advantages in intelligent manufacturing.

These views may seem reasonable, but they may not stand up to scrutiny.

The window of the International Science and Technology Innovation Center has opened

To build an international science and technology innovation center, Beijing has significant advantages and strong strength. One of the advantages is that Beijing has a dense scientific research institute and a large number of high-tech enterprises. This resource advantage is not only far ahead in China, but also not inferior in global cities.

The aggregation, cultivation and utilization of these important resources, the formation of a polyflexible response, and the release of huge scientific and technological innovation energy are the basis for Beijing to take the lead in building an international scientific and technological innovation center.

In 2020, the total amount of Beijing's digital economy will be 1.44 trillion yuan, accounting for more than 40% of GDP. Intelligent manufacturing technology and digital industry are the top priorities of Beijing's scientific and technological innovation plan.

At present, Beijing is vigorously promoting the construction of a high-tech economic structure, and actively cultivating the formation of two international leading pillar industries, namely, a new generation of information technology industry and a pharmaceutical and health industry. The "Planning" is clear, supporting the leading development of a new generation of information technology and medical and health "dual engine" industries.

According to the "Beijing Municipal 14th Five-Year Plan" Period High-tech Industrial Development Plan issued by the Beijing Municipal People's Government, by 2025, the new generation of information technology industry in Beijing will achieve operating income of 2.5 trillion yuan, the medical and health industry will achieve operating income of 1 trillion yuan, and the total revenue of the two major international leading industries in Beijing will reach 3.5 trillion yuan.

The rapid rise of the innovation highland marked by the innovation economy is the "chassis" of Beijing to take the lead in building an international science and technology innovation center.

The iteration and mission of Zhongguancun enterprises

It is worth noting that the "Planning" proposes to build Zhongguancun into a leading area for scientific and technological self-reliance and high-quality development. In addition, in the 7 indicators of the "innovation highland", the "KPI" indicator is proposed for Zhongguancun alone: the average annual growth rate of the total income of enterprises in the Zhongguancun National Independent Innovation Demonstration Zone is about 8%.

This means that Zhongguancun has been given an important mission in the construction of Beijing International Science and Technology Innovation Center.

The demonstration of scientific and technological innovation leads the heavy responsibility, and Zhongguancun should not give in. For decades, Zhongguancun has been the leader and benchmark of scientific and technological innovation and development. It condenses the history of the development of China's scientific and technological industrialization, and has now surpassed the original meaning of the geographical name and become synonymous with the science and technology industry in Haidian District and even Beijing.

At the end of the 1980s, Lenovo was born in Zhongguancun and became the "first generation of Zhongguancun" technology enterprises. After more than 30 years of development, Lenovo has grown into a global high-tech company and created many industry firsts. In 2013, Lenovo won the global personal computer championship.

As a veteran technology enterprise born and raised in Beijing, Lenovo has witnessed the development and changes of Zhongguancun along the way. Lenovo's development process is the epitome of Zhongguancun's reform and opening up, and Lenovo has also become a model for Zhongguancun's science and technology enterprises.

After 2000, the "second generation" of start-up enterprises in Zhongguancun was born, including Baidu, Sina, etc.; after 2010, Xiaomi, Meituan, ByteDance, Kuaishou, etc. rose to become the "third generation" enterprises in Zhongguancun.

Each generation of companies has different characteristics from the previous generation, but in it, there are common genes of entrepreneurs: passion and drive. Generations of innovative and entrepreneurial talents in Zhongguancun have displayed their ambitions and created miracles. Today, Zhongguancun, as the main position of Beijing's construction of science and technology innovation centers, has a decisive impact.

In September 2013, the "classroom" of collective study by the Politburo of the CPC Central Committee was moved to Zhongguancun. In this collective study with the theme of innovation-driven development strategy, Zhongguancun was placed on ardent expectations: "Facing the future, Zhongguancun should increase the implementation of innovation-driven development strategy, accelerate the march to a scientific and technological innovation center with global influence, and better play a demonstration and leading role in the implementation of innovation-driven development strategy in the country." ”

Statistics show that in 2020, the total income of enterprises in the north district of Zhongguancun Science City reached 623.9 billion yuan, an increase of about 15% year-on-year, with more than 6,200 new enterprises, 3,169 high-tech enterprises, 8 unicorn enterprises, and 665 gazelle enterprises.

Foreign first-class science and technology innovation centers, such as the San Francisco-San Jose Science and Technology Innovation Center, have two outstanding characteristics, one is a diverse talent pool, with a large number of high-quality talents, covering engineers, scientists, entrepreneurs, investors and professional financial and legal service personnel; the other is the industry-university-research cluster effect is significant, for example, the output value of enterprises created by Stanford University teachers, students or alumni accounts for 50% to 60% of the total output value of Silicon Valley. The London Science and Technology Innovation Center in the United Kingdom has gathered tens of thousands of high-tech enterprises and hundreds of thousands of scientific and technological elites from all over the world, especially the digital economy industry and the life science industry have outstanding advantages. Among them, the role of high-tech enterprises is very important.

Zhongguancun has developed rapidly, but there is no shortage of "growing pains". Zhongguancun has a large number of hatched entrepreneurial teams, but the nearby industrial supporting space is not perfect. In addition, here, the Chinese Academy of Sciences, Tsinghua University, Peking University and other top scientific and educational resources are gathered, but the level and energy level of scientific and technological innovation are not high, and the proportion of top innovation leaders still needs to be improved.

In this sense, there are not many innovative talents and technology enterprises in Zhongguancun and even Beijing, but still empty positions. Enterprises with excellent talent resources and high-tech content still need to be nurtured, cultivated and cared for.

Is Lenovo really "unfit" to develop in Beijing?

At present, the functional relief of non-capital cities in Beijing is continuing to advance, and the relocation of the headquarters of central enterprises is also accelerating.

In the context of the accelerated relocation of the headquarters of central enterprises, some voices believe that it is "not suitable" to stay in Beijing for development, and there are also enterprises such as Lenovo, which is a private enterprise. Recently, a self-media article believes that Lenovo' positioning as a large-scale production enterprise and trading company is not in line with Beijing's industrial strategy. Lenovo is no longer suitable for Beijing, Beijing is no longer suitable for Lenovo, if Lenovo moves out of Beijing, it is still a successful, excellent, outstanding enterprise. Outside of Beijing, few cities would reject such a company with hundreds of billions of sales.

In recent years, Lenovo Group has indeed invested in many places, almost all of which have fallen in cities other than Beijing. At present, Lenovo has three factories in Wuhan, Hefei and Shenzhen. Among them, the Wuhan production base is currently the largest and most advanced self-owned factory of Lenovo Group in the world. The three large-scale production bases of Wuhan, Hefei and Shenzhen constitute the "iron triangle" of Lenovo's intelligent manufacturing.

However, does this mean that for companies such as Lenovo, moving their headquarters out of Beijing is the best policy? The answer is not necessarily that simple.

Generally speaking, the procurement, production and sales of many large production enterprises are integrated layouts, which are around the headquarters. However, the sales and production ends are set up at the forefront of the market, and the headquarters functions such as research and development and management are left in the core cities, which is more conducive to the gathering of excellent talent resources, which is also a choice in line with the law of operation and management. Where the headquarters is located has a great deal to do with the enterprise, and the enterprise will make a rational and prudent choice.

Although there are already voices in the public opinion field suggesting that Lenovo headquarters should be moved to Wuhan, closer to the production base, or proposed that Lenovo headquarters be located in Tianjin, the advantages of intelligent manufacturing are more obvious.

But it has to be said that Lenovo headquarters stays in Beijing, whether it is corporate positioning and urban strategic positioning, enterprise development and urban resource matching, is still the best choice.

Because Lenovo is not purely a production and trading enterprise, but an old science and technology innovation enterprise.

At present, some of Beijing's non-capital functional stocks are being dissolved in an orderly manner. According to the overall work deployment, from this year onwards, the universities, hospitals and central enterprise headquarters affiliated to the Ministry and Commission in Beijing will focus on promoting the release of relevant non-capital functions to the Xiong'an New Area in stages and batches. On December 1, at the press conference held by the State Council New Office to promote the high-quality development of Beijing's urban sub-centers, Cong Liang, deputy director of the National Development and Reform Commission and deputy director of the Office of the Beijing-Tianjin-Hebei Coordinated Development Leading Group, said that from this year, some universities, hospitals and central enterprise headquarters affiliated to the Ministry of Beijing have started to evacuate the Xiong'an New Area in stages and batches.

The Science and Technology Innovation Center is one of the four core functions of the capital Beijing. This means that the development positioning of technology companies such as Lenovo is in line with the positioning of Beijing's core urban functions. Far from being the object of the functional relief of the non-capital, it is the object that should be supported and developed.

At present, the construction of Beijing International Science and Technology Innovation Center is accelerating, and large-scale science and technology enterprises are the time when they can show their skills. Lenovo and other Zhongguancun "veteran" science and technology enterprises, based in Beijing, innovative development, contribute to the construction of Beijing International Science and Technology Innovation Center, and can also achieve their own sustainable development.
