On December 7, Wu Qiang, member of the Standing Committee of the Provincial Party Committee, secretary of the Municipal Party Committee, provincial river chief and municipal river chief of the Baifu River, carried out a river patrol and presided over the second municipal river chief meeting in 2021, emphasizing the need to deeply practice Xi Jinping Thought on Ecological Civilization, fully implement the decision-making and deployment of the Party Central Committee, the State Council, the provincial party committee and the provincial government on deepening the river (lake) chief system and strengthening the governance of rivers and lakes, further improve the political position, deepen ideological understanding, cohesively promote various work, and go all out to protect the ecological environment of rivers and lakes in the city. Provide good ecological support for bijie to build a demonstration zone for the implementation of the new development concept.

Wu Qiang pointed out that the comprehensive implementation of the river (lake) chief system is a major reform measure personally studied, personally deployed and personally promoted by General Secretary Xi Jinping, and is a major institutional innovation in the governance and protection of rivers and lakes in China. Since the implementation of the river (lake) length system in 2017, the city's river (lake) length system has achieved remarkable results, but the existing problems cannot be ignored. The whole city should strictly implement the measures of the river (lake) length system from the political height of achieving "two maintenance", keep an eye on the shortcomings of the problem, make every effort to rectify and reform, and polish the background and improve the color of the demonstration area for the construction and implementation of the new development concept with a good water ecological environment.
Wu Qiang stressed that it is necessary to make efforts to strengthen the protection of drinking water sources, implement the water resources management system, and promote the protection of key water environments, and make every effort to do a good job in water resources protection; we should focus on the treatment of urban sewage and rural sewage, increase the intensity of law enforcement and supervision, and make every effort to do a good job in water pollution prevention and control; we should further promote the normalization and institutionalization of the rectification of rivers and lakes in the "four chaos" rectification, carry out the construction of beautiful rivers and lakes and the investigation and rectification of river safety, and make every effort to do a good job in the management of water shorelines; and scientifically lay out the "three lives" space for production, life, and ecology. Strengthen the comprehensive management of landscapes, forests, fields, lakes and grasses, fully implement the management of fishing according to law, solidly promote the green development of small hydropower, and make every effort to do a good job in water ecological restoration. All relevant departments at all levels should earnestly perform their duties, strengthen exchanges and communication, closely coordinate and cooperate, strive to build a work pattern of joint management, and work together to grasp the work of the river (lake) chief system, so as to build a solid ecological barrier for the high-quality economic and social development of the city.
Invert the Tianhe Reservoir
At the meeting, Xu Liuwei, vice mayor and deputy river chief at the municipal level, briefed on the progress of the city's river (lake) chief system in 2021, and the relevant responsible comrades of Qixingguan District and Dafang County respectively reported on the river (lake) length system and the governance of the Baifu River Basin.
Before the meeting, Wu Qiang led the relevant responsible comrades of the Provincial Responsible Unit of Baifuhe River, the Deputy River Chief of Baifuhe Municipal Level, and the relevant responsible comrades of the Municipal Responsible Unit to conduct on-site inspections of the Tianhe Reservoir and Huapaifang Sewage Treatment Plant in Qixingguan District, listened to relevant work reports on the spot, and learned in detail about the treatment of reservoirs, the capacity of reservoir areas, sewage treatment processes, and network management construction. He stressed: The Tianhe Reservoir is a "big water tank" for the people of Bijie City, and we must adhere to the principle of only re-greening and not reclamation, do a good job in returning farmland to forests and selecting tree species, make efforts to solve the remaining problems such as land requisition and demolition in the reservoir area, and the removal and transportation of domestic garbage, strengthen civil air defense and technical defense measures, comprehensively strengthen the protection of water sources, and ensure that the masses of the people can drink safe, hygienic, and assured water. It is necessary to consolidate the main responsibilities of the design unit and the construction unit of the sewage treatment plant, achieve scientific planning and design, promote the construction with quality and quantity, strengthen the management of facilities and equipment and the post training of personnel, continuously improve the sewage treatment capacity, and ensure that the sewage treatment is standardized and orderly and operates normally.
