Anti-domestic violence should form social co-governance

Recently, the "Jiangsu Provincial Anti-Domestic Violence Regulations" voted and passed by the Standing Committee of the Jiangsu Provincial People's Congress stipulate that domestic violence is encouraged to be reported to the public security organs; citizens who stop domestic violence and, upon verification by the public security organs, meet the requirements for confirming the personnel of seeing righteousness and courage, are confirmed in accordance with law.

For a long time, the problem of domestic violence has existed for a long time, which not only infringes on the physical and mental health of family members and destroys harmonious family relations, but also easily leads to vicious events and adverse social consequences. It can be said that the impact of domestic violence has far exceeded the scope of the family and has become a social hazard, which needs special attention.

Over the years, China has been paying attention to the prevention and treatment of domestic violence, the state has specially introduced the anti-domestic violence law, the relevant central departments have formulated a series of normative documents to implement the anti-domestic violence duties, many places have successively introduced the implementation rules and supporting regulations of the anti-domestic violence law, through the rule of law means to hold the fist of domestic violence has become a social consensus. However, the reality that cannot be ignored is that the current situation of domestic violence is still grim. One of the important reasons is that, under the influence of traditional concepts, some people regard domestic violence as a matter of other people's affairs and are unwilling to interfere; some people choose to stand by and watch out of fear and fear of retaliation. Coupled with the fact that the victim has the idea that "family ugliness must not be publicized" and is unwilling to easily disclose the harm encountered, these have to a certain extent connived at the recurrence of domestic violence, which is a illegal act.

This time, Jiangsu Province issued anti-domestic violence regulations, on the basis of the provisions of the higher-level law, further refined the relevant measures within the scope of local legislative authority, and paid more attention to the role of social co-governance. The regulations clearly include citizens' suppression of domestic violence in the category of seeing righteousness and courage, reflecting the resolute attitude of "zero tolerance" for domestic violence and the full recognition of anti-domestic violence acts. This also means that the public has the courage to expose domestic violence, change from a bystander to an actor, actively control domestic violence in the initial stage in a timely manner, and reduce the harm to victims of domestic violence to a minimum. And the stronger the social support, the easier it is for the victim to break the silence and decisively say "no" to domestic violence.

Domestic violence has never been a household affair, and anti-domestic violence needs to form social co-governance. In addition to the need for government agencies and judicial departments to take the initiative, it is also necessary for non-governmental organizations, schools, hospitals and other enterprises and institutions, as well as individuals and other social forces to actively participate. It is hoped that Jiangsu's anti-domestic violence regulations can really play their due role, care for conscience and good deeds, let everyone realize that everyone has the responsibility to oppose and eliminate domestic violence, and also provide useful reference for other places.
