Parking robots quietly appear, intelligent technology transforms old garages... Do these new technologies have a "promise"?

"As long as you press the save button, the car will automatically park in the underground garage, and you no longer have to find a parking space by yourself, which is very convenient!" In the Chuangjing Technology Center of Lingang Science and Technology City, a car owner sighed. When many people are still headaches about not being able to find a parking space, an emerging intelligent parking robot technology has quietly appeared in some new parking garages in Shanghai, which can use intelligent algorithms to optimize parking space and improve parking density and efficiency.

This is also a new technology that Liu Jianmin, a member of the CPPCC Municipal Committee who has long been concerned about the parking problem in big cities, has recently been very interested.

The increasing number of motor vehicles and limited parking resources have made "parking difficulties" a common problem in large cities such as Shanghai, and the emergence and application of new intelligent technologies may alleviate this dilemma. This year, Liu Jianmin submitted a proposal on accelerating the transformation of intelligent parking lot technology, suggesting that a large number of abandoned and idle parking resources be activated through the latest parking robots and other technologies.

Some new technologies have obviously also entered the vision of government departments. Relevant technical research and site selection and consultation with suppliers are also actively promoted. How effective are the new technologies? Can it be further promoted? What other complementary measures are needed? After investigation, the committee members put forward opinions and suggestions.

Where is the "new" smart parking technology?

In real life, car owners often encounter such a dilemma: the empty parking space that is difficult to find, can not be parked because of the irregular parking of other owners, or due to the narrow spacing of the three-dimensional garage, resulting in a dilemma, have to find another place.

How can this be avoided? After investigation, Liu Jianmin found that the use of technical means such as the Internet and artificial intelligence algorithms and the use of parking robot equipment can greatly reduce the pool area of the parking lot, so as to achieve the goal of maximizing the number of plannable parking spaces under the same area conditions.

From the appearance, the parking robot is similar to a panel, it can automatically drive to the bottom of the car, the vehicle is smoothly lifted, and according to the intelligent calculation of the system, combined with the data such as vehicle volume, the vehicle is automatically moved to the most suitable location, optimizing the parking space, the owner does not need to drive into the garage, and the operation is completed by the robot. In addition, there is a complete set of intelligent systems for the whole process behind the robot, covering multiple links such as car storage, warehousing, navigation, car pickup, and payment.

The reporter noted that related technologies have been applied in some newly built garages in Shanghai. In the Lingang Science and Technology City Chuangjing Science and Technology Center, the use of an automatic parking agv system, eliminating the need to find a parking space, reverse into the garage, look for vehicles, looking for exits and other cumbersome links, the owner only needs to drive the vehicle into the garage after the standard parking, get off the car and press the car storage button, when the garage door is closed, the vehicle automatically descends to the underground parking garage, the unmanned vehicle will automatically drive under the vehicle, the vehicle will be smoothly lifted, and according to the system calculation, the vehicle will be parked in the parking space, the entire parking process only takes just 3 minutes.

Owners do not need to worry about robot misoperation or scratching, according to reports, due to the use of laser navigation and other technologies, its positioning accuracy is less than 5 mm, the maximum driving speed of 1.5 m / s, the load capacity of 2.5 tons, can ensure the safe and orderly parking of vehicles. When picking up the car, the owner can also choose to pay by mobile phone or swipe card, through the reservation function, inform the system in advance to carry the vehicle to the parking platform, and then arrive at the parking platform within the appointment time, quickly pick up the car, no need to wait.

What scenarios is smart parking technology suitable for? After combing through the Municipal Transportation Commission, it was found that there are three main types of high land utilization and intelligent parking equipment currently being promoted and constructed, including vertical shield technology sinking garages that can be applied to the construction of parking facilities in the corner material plots of the central urban area, parking robot garages suitable for the renovation of new intensive underground garages and existing underground garages, and SSP intelligent parking equipment that can synchronously and parallelly process the access needs of multiple vehicles.

The Municipal Transportation Commission replied to the proposal that recently, the municipal level has taken the lead in studying related technologies, and some districts are also actively selecting points to conduct preliminary technical solution research and cooperation mode consultations with relevant equipment (service) suppliers. In the next stage, we will coordinate with relevant departments (districts) to promote the landing of pilot projects, track and evaluate the implementation effect of pilot projects, and study follow-up promotion plans, relevant supporting policies and market-oriented operation mechanisms according to the evaluation situation.

Technological transformation, make full use of idle resources

Although new technologies can greatly improve parking efficiency, in reality, promotion is still difficult, limited space resources are one of the main reasons. In areas where resources are already tight in hospitals, schools, old communities, etc., it is not realistic to set aside space to build a new smart parking garage.

At the same time, the contradiction between supply and demand of parking spaces is further intensifying. According to the "2020 Shanghai Comprehensive Transportation Operation Annual Report", the proportion of car-owning households in the city has reached more than 30%, with 222 passenger cars per 1,000 people, an increase of 68% over 2014, and the number of ownership has increased significantly. According to the data provided by the Municipal Transportation Commission, as of the end of 2020, there were 3.97 million registered passenger cars in the city, and 1.58 million passenger cars with foreign brands in Shanghai for a long time, adding up to 5.55 million, while the city had a total of 5.34 million passenger car parking spaces.

From the digital point of view, the contradiction between supply and demand does not seem to be as big as imagined, why do citizens still feel difficult to park? Liu Jianmin told reporters that although the number of the two is close, of the 5.34 million passenger car berths, 3.54 million are demarcated passenger car berths in the residential community, of which many stock resources have not been fully utilized for various reasons, and many parking stocks are idle in resources.

With this in mind, transforming old garages with smart technology and digging up space in stock is seen as a viable path. "The existing underground or above-ground parking lots or garages, with a net height of 2.2 meters, can be transformed by parking robots, except for the necessary public areas, the rest of the area can be used for parking." After investigation, Liu Jianmin found that by re-integrating the garage passage, the vehicles are densely arrayed, the distance between the vehicles is further reduced, the corresponding construction area of the single parking space can be reduced from the original 40 square meters to 16-18 square meters, and the garage area utilization rate can be increased by 50%-80%.

"Changing" technology in existing installations is also a way to do this. In many communities, due to the high equipment failure rate and high operating costs, the management of the parking garage does not have enough energy or financial resources to maintain and upgrade the parking spaces, resulting in a large number of parking lots that have been built underground two-story simple lifting and lowering parking devices, which are in an unused or abandoned state, resulting in parking resources being underutilized.

"When we conducted field research, we found that many of the berths of the demarcated passenger cars in many communities were empty, and the residents' sense of gain was not strong." Liu Jianmin explained that now, the second floor of the double-deck parking spaces in many communities is often empty, because the mechanical equipment is not passed, the owners are reluctant to stop because they are worried about safety, and the staff is often unwilling to help operate because they do not understand the principle or are afraid of trouble.

This problem may be solved by the existing new generation of intelligent double-decker parking augmentation technology. After the intelligent transformation, there is no need for manual control operation, and the equipment can automatically park the car to the empty seat, increasing the safety and convenience of operation. Liu Jianmin calculated an account: through the upgrading of the old garage with a net height or local net height of 3.4 meters, the number of parking spaces can reach 3-4 times the original, and at the same time, efficient unmanned management can be realized.

At the policy level, this year, smart parking has been listed as the first batch of demonstration projects of "new infrastructure". The Municipal Transportation Commission revealed that with the construction of the extra-large basement of the Media Port on the west bank of Xuhui District as the focus of construction, the technical test was carried out first, mainly considering the comprehensive application of high-precision electronic maps, Beidou indoor navigation, automatic parking, charging robots, digital yuan, 5G and other new technology models, and exploring the realization of parking information services covering the whole process of travel and parking. In addition, it will also formulate and issue the "Guidelines for the Construction of Smart Parking Lots (Libraries) in the City", clarify the technical requirements for the construction of smart parking lots (libraries) in the city, operation and maintenance models, etc., and guide the vigorous promotion of the construction of smart parking lots (libraries) during the "14th Five-Year Plan" period.

Take multiple measures at the same time to dig deep into the stock space

Starting from the existing basic conditions is one of the principles for solving the problem of parking difficulties in many places, but in places where intelligent technology cannot cover, how to further tap the stock space has become a problem that all parties have to think about. "It's about the composite use of land." Liu Jianmin suggested that in addition to the garage, you can make full use of the space of the ground greening of the old residential area to transform the body parking garage, and at the same time establish a three-dimensional greening scene.

This idea has been supported by relevant policies. In 2017, the "Implementation Measures for the Adjustment of Greening in Residential Areas in Shanghai" was revised and improved, and the content of folding the area reduced due to ground greening was added in the form of three-dimensional greening. The Municipal Transportation Commission said that from the perspective of the situation in the old residential area, although the adjustment is more difficult, it can still be implemented from the actual situation and in the form of three-dimensional climbing vines and green corridor scaffolding on the roof or periphery of various structures (auxiliary facilities).

In specific operations, external new construction, internal potential mining and peripheral sharing are all important means. The reporter learned that at present, the relevant departments have issued a document to make it clear that combined with the construction of parking facilities such as park green spaces and school playgrounds, combined with the construction of beautiful homes, the internal potential of the renovation of old houses to increase the construction of parking facilities, combined with the support policies for temporary parking on municipal roads, and give play to the leading role of party building, and actively promote the sharing and utilization of parking resources of organs, enterprises and institutions.

According to the data provided by the Municipal Transportation Commission, as of the end of October this year, the city has created 64 parking governance pilot projects, started construction of more than 8,200 public berths, added more than 3,200 berths to internal potential, and promoted more than 2,000 shared berths by government agencies and institutions. The recently released "14th Five-Year Development Plan for Shanghai Road Transport Industry" clearly states that the total number of passenger car berths in the city during the "14th Five-Year Plan" period will strive to reach 6.5 million and the number of operational parking spaces will reach 1.2 million.

From the scene point of view, the parking contradiction between old residential areas, hospitals and schools at specific times is still large, and road parking spaces have become important parking lot resources. In this regard, some members suggested that the yellow line no-parking area should be rationally planned, and a parking area should be demarcated to provide time-limited parking spaces for surrounding residents, so that non-main roads can play a role in relieving parking difficulties.

According to the data provided by the Municipal Transportation Commission, as of now, a total of 3654 road parking lots have been set up in the city, with more than 120,000 parking spaces. On this basis, the focus is on the areas around bus stations, schools, hospitals, commercial outlets and other areas with temporary stop demand, and in accordance with the concept of combining dredging and blocking, strict and wide, 1560 long-term parking lines (yellow dotted lines) are set up, effectively alleviating the temporary stop demand of some prohibited parking sections, and balancing the contradiction between road smoothness and parking needs.

The Municipal Transportation Commission said that in the next step, it will rely on the promotion mechanism of the people's heart project of comprehensive management of parking difficulties, in accordance with the principle of "appropriately meeting the basic parking needs and strictly controlling the travel parking needs", through digital empowerment and refined management, to improve the efficiency of the use of existing parking resources. At the same time, through the construction of the MaaS (travel as a service) system, we will guide the change of transportation travel modes, advocate green intensive travel, reduce the travel demand of passenger cars from the source, and alleviate the contradiction of "parking difficulties".
