The digital rule of law | the first high-end forum on digital rule of law gathered to explore the new order of the digital society

On November 13, 2021, co-sponsored by the Jurisprudence Research Society of the China Law Society, the Journal of East China University of Political Science and Law, the Institute of Procuratorial Theory of the Supreme People's Procuratorate, the Institute of Applied Law of the Supreme People's Court, the Journal of the State Prosecutors College, and the Journal of Applied Law of China, the Journal of Chinese Criminal Law, Oriental Law, Zhejiang Social Sciences, Jianghai Academic Journal, Journal of Shandong University (Philosophy and Social Sciences Edition), Exploration and Controversy, Qiushi Academic Journal, and Study and Exploration The first high-end forum on "Digital Rule of Law and Social Development", co-organized by the Key Laboratory of Intelligent Technology Risk Legal Prevention and Control of the Ministry of Industry and Information Technology and the Digital Rule of Law Research Institute of East China University of Political Science and Law (in no particular order), was successfully held. More than 300 experts and scholars from all over the country, professionals from judicial practice circles and responsible persons of relevant departments of Internet platforms gathered together, and conducted in-depth discussions on topics such as "platform governance and digital rule of law order", "artificial intelligence application and digital justice", "digital transformation and information rights protection" and other topics.

The opening ceremony of the forum was presided over by Professor Ma Changshan, editor-in-chief of journal of East China University of Political Science and Law, vice president of the Jurisprudence Research Association of China Law Society, and dean of the Digital Rule of Law Research Institute of East China University of Political Science and Law. Liu Zheng, deputy director of the Judicial Reform Office of the Supreme People's Court, Liu Zhe, director of the Procuratorial Technical Information Research Center of the Supreme People's Procuratorate, and Professor Zhang Mingjun, vice president of East China University of Political Science and Law, delivered speeches online.

On behalf of the school, President Zhang expressed his warm welcome and sincere thanks to the leaders of the Supreme People's Procuratorate, the Supreme People's Court, the Shanghai Municipal High People's Court, the Zhejiang Provincial High People's Court, the Zhejiang Provincial People's Procuratorate, and the Guangzhou Internet Court, and to Alibaba, JD.com, Tencent, Meituan, and other industry figures, as well as to scholars from Tsinghua University, Chinese University, Tongji University, and other major universities.

The first session of the forum, "Keynote Speech", was presided over by Professor Xu Helan, Vice President of the National Prosecutors College and Editor-in-Chief of the Journal of the National Prosecutors College. Zhang Bin, Vice President of Shanghai Higher People's Court, Yang Zhi, Deputy Director of the Research Office of Zhejiang Provincial High People's Court, Tian Hui, Vice President of Guangzhou Internet Court, Zhai Yinsheng, President of Fenghua District Court of Ningbo City, Zhejiang Province, Shen Xinwang, Director of Alibaba Group's Judicial Collaborative Innovation Center, Tian Lin, Director of Legal Policy Research of Meituan Public Affairs Department, and Cao Jianfeng, Senior Researcher of Tencent Research Institute, delivered keynote speeches respectively.

The second session, "Platform Governance and Digital Rule of Law Order", was chaired by Professor Jiang Chuanguang, Dean of the School of Philosophy and Law and Politics of Shanghai Normal University. Shi Weidong, full-time vice president of the Shanghai Law Society, Ding Xiaodong, vice president of the Future Rule of Law Research Institute of Chinese Min University, Associate Professor Zhang Linghan of the Grammar School of the University of Science and Technology Beijing, and Associate Professor Liu Quan of the Law School of the Central University of Finance and Economics made keynote speeches. The two panelists were Professor Cheng Xiao of Tsinghua University Law School and Director Lao Weigang of the Case Management Office of the Zhejiang Provincial People's Procuratorate.

The third unit of the seminar phase, "Artificial Intelligence Application and Digital Justice", was presided over by Li Hongtao, executive editor of Qiushi Journal. Associate Professor Zhang Xin of the Law School of the University of International Business and Economics, Yao Yao, Postdoctoral Fellow of East China University of Political Science and Law, Li Qing, Assistant Researcher of the Law School of Nanjing University, and Associate Professor Feng Jiao of the Law School of Zhejiang University of Finance and Economics delivered the report. The two reviewers of the unit are Chen Yafei, deputy editor-in-chief of Zhejiang Social Sciences, and Sun Guanhao, editor of Exploration and Controversy.

The fourth session of the seminar session, "Digital Transformation and Information Rights Protection", was chaired by Han Deqiang, Director of the Editorial Department of China Applied Law. Professor Zheng Yu of the School of International Finance and Law of East China University of Political Science and Law, Associate Professor Li Jianxing of the Law School of East China Normal University, Zhu Mengyun, lecturer of the School of Humanities of East China Jiaotong University, Professor Wang Yanchuan of the School of Marxism of Northwestern Polytechnical University, and Associate Professor Han Xuzhi, vice president of the Digital Rule of Law Research Institute of East China University of Political Science and Law, made wonderful analyses respectively. The two reviewers at this stage were Professor Yang Huixin, deputy editor-in-chief of the Journal of the National Prosecutors College, and Zhu Lei, editor of Learning and Exploration.

The closing ceremony was presided over by Professor Jiang Huiling, Dean of Tongji University Law School. Professor Chen Jinghui of the Law School of Chinese Min University made an academic summary of the first and fourth units of the forum. Professor Lu Yufeng, vice president of the Digital Rule of Law Research Institute of East China Political Science and Law Law, made an academic summary of the second unit and the third unit. Professor Wang Pei, deputy editor-in-chief of the Journal of East China University of Political Science and Law, delivered a closing speech, saying that the event was completed online in the context of the epidemic, which in itself is the embodiment of the great changes in work and lifestyle in the digital society. The digital trend is powerful, but it is also a double-edged sword, there are advantages and disadvantages, and it is the value of legal functions to build on their strengths and avoid weaknesses. More than 30 speakers and interviewers from the legal practice department and the legal research department, based on the forefront of the academic community, made a wonderful analysis of major theoretical issues and practical issues, and clearly pointed out the direction of future research, which is undoubtedly of great significance for promoting the construction of digital rule of law.
