First, focus on the implementation of ethnic policies, and strengthen the driving force for national unity and progress
The first is to strengthen the education of the national unity community and promote the in-depth development of the study of ethnic policies and laws and regulations. The third is to build a cultural position of national unity and create a strong atmosphere.
Second, focus on the maintenance of national unity and stability, and the activation force of national unity and progress
The first is to vigorously cultivate bilingual judges, build a bilingual litigation service mechanism, and fully protect the right to use minority languages. At present, 4 post judges have passed the Zhuang language proficiency test to become bilingual judges, and 6 reserve forces. Establish bilingual litigation service windows to meet the diverse judicial needs of ethnic minorities. The second is to build people's courtrooms with special characteristics and effectively promote the rule of law in the governance of ethnic affairs. Combined with the characteristics of the Yao people accounting for more than 50% of the total population of the jurisdiction, and the jurisdiction has a well-known Tea Mountain Pyramid, the Gayou People's Court will be built as the "two townships" circuit court of Tea Township and Yao Township, and the people's courtroom will be built into a forefront position for safeguarding national unity. In recent years, a total of 12 circuit trials have been carried out, and 16 cases have been tried and mediated. The third is to innovate the methods of national unity publicity and widely promote rule of law education and publicity. Through the "Yaojia Night School Activity" and "Eight Ones Activity" and other forms of propaganda that the masses like to hear, the legal awareness of ethnic minorities and the sense of cultural identity and centripetal force of the Chinese nation have been effectively enhanced. In the past three years, more than 160 publicity and education activities on ethnic unity and the rule of law have been carried out, more than 5,000 manuals for popularizing the law have been issued, and more than 300 people have answered public consultations.
Third, focus on the proper resolution of ethnic contradictions, and the stability of national unity and progress
Establish and complete mechanisms and emergency plans for the diversified resolution of contradictions and disputes over ethnic factors, actively and properly handle cases involving ethnic minorities, and truly strengthen judicial assistance efforts involving ethnic minorities. Through activities such as "one village, one judge", take the initiative to integrate into the overall pattern of litigation source governance, actively participate in grass-roots social governance in ethnic minority areas, carry out people's court mediation platforms into villages, communities, and grids, resolutely prevent and resolve major risks and hidden dangers in the ethnic field, and curb the breeding and spread of criminal activities that endanger ethnic unity. In the past three years, it has accepted 38 cases involving 45 people involved in firearms, fully considering the special habits of local ethnic minorities who like to collect guns and hunt birds, and have given mitigated or lenient punishments to ethnic minority defendants in gun-related cases in accordance with the law, sentencing a total of 25 cases to 29 people, 5 cases of short-term detention, and 8 cases and 11 people to fixed-term imprisonment. More than 270,000 yuan of judicial aid was distributed to 12 ethnic minority applicants with difficulties in life, fully guaranteeing the rate of successful litigation and enforcement of ethnic minority parties, and realizing "using the law to protect national unity".
Fourth, focus on helping the economic development of ethnic minority areas, and increase national unity and progress
The first is to focus on improving the livelihood of ethnic minorities through poverty alleviation. Invest 123,900 yuan in special funds, select 9 cadres and policemen to stay in the village for a long time, and the cadres and policemen of the whole hospital will carry out poverty alleviation on a regular basis, so as to help the two ethnic minority villages of Houlong Village and Weili Village to successfully get rid of poverty, and the economic, social and cultural level has been comprehensively improved. The second is to consolidate the effective connection between poverty alleviation and rural revitalization. Carry out judicial service rural revitalization, the rule of law to promote grass-roots governance activities, continue to give play to judicial initiative, use the rule of law to ensure that rural revitalization in ethnic minority areas advances on the track of rule of law, and help build a new pattern of integration of politics, rule of law, rule of virtue, autonomy, and wisdom in ethnic minority areas.
