According to the list of problems listed by the inspection group of the provincial party committee, this person is extremely willful, arbitrary, and "dangling horizontally." In addition, Na Cuilian was investigated and punished only 40 days after he was appointed to the political commissar of the Provincial Narcotics Rehabilitation Bureau, resulting in the embarrassing situation of "just being promoted and then falling from power." He was the cadre who had the shortest time to fall after taking up his post since the Eighteenth National Congress of Heilongjiang Province, causing a bad impact on the department organs and the judicial administrative system, and causing greater lethality to the political ecology.

The Paper noted that the "Circular of the Committee of the Heilongjiang Provincial Department of Justice of the CPC on the Progress of the Inspection and Rectification Stage" recently released disclosed the above situation. In response to the problem of "deviation in the orientation of cadres" involved in Na Cuilian, the Provincial Department of Justice has formulated 7 measures, 5 measures have been completed, and the other 2 measures have not yet been completed.

Those that have been completed include: holding a special organizational life meeting of the Political Department, presided over the meeting by Director Qing of the Political Department, attending the meeting with the principal responsible persons of the department in charge and the personnel involved in the rectification and reform tasks of the department and the department's personnel and police departments, conducting in-depth analysis of the problems involved in the deviation of the orientation of the cadres involved, and actively carrying out criticism and self-criticism; after the special organization life meeting of the Political Department, the personnel and police departments of the department involved in rectification and reform tasks have held four special meetings in light of the actual conditions of their work, and have conducted in-depth study of the "Regulations on the Inspection Work of the Communist Party of China." At the same time as other provisions, the "Opinions on Further Standardizing the Selection and Employment of Personnel in the Provincial Judicial Administrative System" was studied and drafted; in the 2018 annual assessment work of the party committee team and its members of the provincial prison drug rehabilitation unit, targeted inspections were conducted on the selection and employment of personnel, and each grass-roots unit submitted a self-inspection report on the selection and employment of personnel.

According to public information, Na Cuilian once served as the director of the judicial appraisal department of the Heilongjiang Provincial Department of Justice, the director of the police department of the political department, and in 2016, she served as the deputy secretary of the party committee and political commissar of the Heilongjiang Provincial Drug Rehabilitation Administration, and in April 2018, the provincial discipline inspection commission and the provincial supervision commission made a disciplinary decision to expel her from the party and dismiss her from public office.

The Paper noted that the above-mentioned "Circular of the Committee of the Heilongjiang Provincial Department of Justice of the Communist Party of China on the Progress of the Inspection and Rectification Stage" also pointed out several problem cadres: In May 2018, Liu Liang, former member of the Party Committee and director of the Political Department of Bei'an Prison, knew that he had broken the law, was driven by interests, and passed on information to criminals serving sentences in custody without authorization, and was investigated and punished for serious violations of the law; Bai Yingxian, director of the Labor Reform Division of the former Provincial Prison Bureau, violated the law and was administratively detained by the public security organs for smoking methamphetamine, and was expelled from the party and administratively dismissed. He was demoted to chief clerk by cliff.

There is no firm position in the ideological field, the release of positive energy and the initiative to speak out is not enough, and the ability to direct public opinion is not strong. From 2016 to 2018, the surging news continuously exposed the problems existing in the prison system of Heilongjiang Province, among which the relevant departments of Nehe Prison and the department did not actively respond to reporters, pushing, delaying, waiting, and relying on the need for approval from their superiors, "not responding, not contacting, not caring"; after the fraud incident of the prisoners in Mudanjiang Prison, the social response was large, there were many rumors, and it was only a simple statement to deal with the cadres and policemen involved. Due to the untimely handling of each public opinion response, it was heavily reposted and hyped by online media, with a greater negative impact, and did not firmly grasp the ideological leadership and discourse power.

In this regard, the Heilongjiang Provincial Department of Justice introduced that since the negative public opinion incident in Nehe Prison in 2015, the Provincial Prison Bureau Clear Bureau organized the Publicity Department to undertake the monitoring of prison-related public opinion. It also strengthened the construction of the bureau's portal website and the construction of the WeChat platform, strengthened communication and coordination with the news media, and took the initiative to invite the news media to visit the prison. Give full play to the role of 22 network public opinion monitors and 201 network commentators throughout the system, continue to use public opinion software to strengthen network public opinion monitoring, and promptly study and dispose of sensitive prison public opinion, so as to avoid fermentation and speculation. In the future, we will regularly carry out training on network public opinion response and handling, and improve the ability to respond to public opinion incidents and resolve public crises. At the same time, it is necessary to strengthen the supervision and guidance of the ideological and network public opinion work of grass-roots units, and firmly grasp the leadership and discourse power of ideology.
