In order to implement the relevant requirements of the provincial government and ensure the completion of the annual target task of the excellent III. ratio of the national examination section, the Office of the Provincial Headquarters for Fighting Pollution Prevention and Control recently issued the "Notice on Carrying out the Work of Tracing and Rectifying the Provincial National Examination Section", and together with the Provincial Department of Ecology and Environment, organized the special supervision and inspection work of "Guarantee III. Increase III." Traceability and Rectification. On November 2-3, Ding Li, deputy director of the Provincial Department of Ecology and Environment, led a team to Lianyungang City to carry out the special inspection of "Bao III. Zeng III".
The inspection is mainly aimed at the three national examination sections of Lianyungang City, namely the Axle River Four Team Bridge, the Dapu River Salt River Bridge and the Dapu Gate, which have not yet reached Class III. On the afternoon of November 2, Ding Li and his party went to Guanyun County, Lianyungang City, to inspect the water environment quality around the section of the Four Teams Bridge, and inspected the treatment of some rural sewage, tributaries and the construction of ecological purification facilities. On the morning of November 3, Ding Li and his party inspected the water quality conditions around the Dapu Gate and the Yanhe Bridge section, and randomly inspected the improvement of some tributaries and the construction of distributed sewage treatment facilities along the Dapu River. Ding Li pointed out that it is necessary to strengthen the rectification of sewage in the tributaries and tributaries, and strictly prevent overflow and discharge of polluted water quality.
On the afternoon of November 3, the inspection team held a meeting to promote the traceability and rectification of the "Zeng III." section, listened to the reports of the county-level section chiefs of the five "Zeng III" sections and the competent departments of lianyungang municipal ecological and environmental bureau, housing construction, water conservancy, agriculture and rural areas, exchanged views with the relevant leaders of the Lianyungang municipal government, and exchanged views on the improvement of cross-sectional water quality, analyzed the current situation and outstanding problems, and studied the next step to strengthen the key measures.
Ding Li pointed out that the Lianyungang Municipal Party Committee and the Municipal Government attach great importance to the prevention and control of water pollution, and the section chiefs conscientiously perform their duties, and the relevant competent departments actively coordinate and cooperate, strive to make up for the shortcomings of environmental governance, continue to increase the control of the section, and take a variety of accurate and effective measures. Since October, the quality of the water environment has improved significantly, and among the 5 "Zeng III." sections, the water quality of Zhengyuan Bridge of ZhujiHe and Xingzhuang Bridge of Xingzhuang River has temporarily reached Class III., and the remaining 3 sections also have a large "zeng III." hope.
Ding Li stressed that although certain results have been achieved so far, we must not take it lightly and be careless, and we must make greater efforts and spend more efforts to ensure that the water quality will be improved again in the last two months.
★ It is necessary to clearly understand the grim situation and further enhance the sense of responsibility and urgency
At present, There are 22 national examination sections in Lianyungang City, and in October 2021, although the proportion of excellent water quality III. increased by 45.4 percentage points from the previous month, it fell by 4.6 percentage points compared with the same period last year, and the improvement of water quality was slower than last year. The proportion of excellent water quality III in the national examination section is still 13.7 percentage points away from the annual work target. It is necessary to earnestly improve the political position, resolutely implement the decision-making and deployment of the provincial party committee and the provincial government, and do a good job in the prevention and control of water pollution without giving way, so as to ensure the realization of the annual goals and tasks.
★ It is necessary to accelerate the rectification of problems and accurately promote the improvement of cross-sectional water quality
It is necessary to conduct in-depth traceability analysis, identify the source of pollution, always pay attention to changes in water quality, and timely find problems and solve problems. Accelerate the balanced accounting and management of regional water pollutants, and identify the shortcomings of sewage collection and treatment. Accelerate the construction of sewage treatment facilities and pipe networks, increase the intensity of inspection of rain and sewage discharges, and once the direct discharge of sewage is found, quickly take traceability and rectification measures, and when necessary, use distributed treatment facilities for effective disposal to prevent pollution of water bodies. Deepen the control of agricultural non-point source pollution, increase the monitoring and rectification of farmland retreat and aquaculture tailwater, accelerate the promotion of ecological transformation, and strictly prevent the direct discharge of pollutants from the environment and affect the water quality of cross-sections. Strengthen the control of sewage storage in tributaries, and adopt various disposal measures according to local conditions to prevent the overflow of water from tributaries from flowing into the main river to pollute the water quality.
★ It is necessary to tighten the responsibility of compaction and clarify the division of tasks
All section chiefs should strictly implement the "same responsibility of the party and government" and "one post and two responsibilities" for water environmental protection, understand the section goals and water quality conditions at the first time, coordinate and solve relevant key and difficult problems, take effective measures to strengthen the attack, increase capital investment, and promote the improvement of cross-sectional water quality standards. The ecological environment department of Lianyungang City should clarify the person responsible for each "bao III. increase III." section of the hanging bag, effectively perform the unified supervision and management duties, provide accurate and effective rectification suggestions for the party committee and the government, and do a good job as the staff assistant of the section chief. Fully mobilize the enthusiasm of relevant competent departments and strengthen the prevention and control of water pollution in their respective industries. Strengthen cross-regional coordination, carry out regional co-governance and co-management, and form a benign promotion mechanism for joint grasping and co-management. Strengthen project management, engineer and project the task of rectifying the cross-sectional standards, form a specific list, clarify the responsible units, and ensure that the projects are landed early and effective as soon as possible.
★ It is necessary to strengthen incentives and constraints to ensure that the action of tackling tough problems achieves practical results
Special assistance will be provided to sections and regions with heavy tasks to help localities find out the crux of the problem, clarify the direction of governance, and promote the rectification of problems. Local governments should optimize the approval process for key projects, open up "green channels" when necessary, do a good job of fund guarantees, and provincial guidance funds will also increase support. According to the relevant work arrangements, the environmental supervision office and the environmental monitoring center in the city will take the "four noes and two straights" method to carry out special inspections every half month. The Office of the Provincial Headquarters for Fighting the Tough Battle against Pollution will give commendations to those who have completed the annual goals and tasks well, give early warning interviews to the obvious deterioration of water quality caused by the poor progress of the work, and launch relevant disciplinary measures, including regional approval restrictions, in a timely manner.
