On November 8, during the 4th China International Import Expo, the third plenary meeting of the Task Force on Promoting the Construction of the G60 Science and Technology Innovation Corridor and the 2021 Joint Conference of the G60 Science and Technology Innovation Corridor of the Yangtze River Delta and the Docking Conference of High-quality Development Elements of the G60 Science and Technology Innovation Corridor in the Yangtze River Delta were held in the "Four Leaf Clover" of the National Convention and Exhibition Center.
Based on the new development stage, the implementation of the new development concept, and the service of the new development pattern, the nine cities went to the Covenant of the Bo to jointly plan and promote a higher level of collaborative opening- up, deeper collaborative innovation and coordinated development of the Yangtze River Delta G60 Science and Technology Innovation Corridor, and further give play to the hub function of the Yangtze River Delta G60 Science and Technology Innovation Corridor in allocating element resources, and realize a higher level and higher quality development of the Yangtze River Delta G60 Science and Technology Innovation Corridor in the integration of the "double cycle" new development pattern.
Nine cities collaborative innovation and development inject new momentum
At the Expo, documents such as the "14th Five-Year Plan for The Coordinated Development of Advanced Manufacturing Industries in the G60 Science and Technology Innovation Corridor in the Yangtze River Delta" and the "Indicator System for the G60 Science and Technology Innovation Corridor in the Yangtze River Delta to Build a Science and Technology Innovation Corridor with International Influence and an Important Source of Innovation in China" were released one after another, aiming at the international advanced science and technology innovation capabilities and industrial systems, focusing on continuously promoting the "from 0 to 1" major innovation breakthroughs in science and technology and systems, giving birth to the high-quality development of the industrial economy cocoon into butterflies, and catalyzing the agglomeration and fusion of innovation elements in the Yangtze River Delta. Stimulate the new momentum of the industrial chain to accelerate fission, and inject new momentum into the collaborative innovation and development of the nine cities.
Among them, the "14th Five-Year Plan for The Coordinated Development Plan for Advanced Manufacturing Industries in the G60 Science and Technology Innovation Corridor of the Yangtze River Delta" aims at the international advanced industrial system, focuses on "strengthening regional linkage development and jointly building a world-class industrial cluster", focuses on the five leading industries of integrated circuits, biomedicine, civil aviation, digital economy, and future science and technology, and outlines the "five-chain coordination" path of industrial chain penetration, value chain complementarity, supply chain docking, data chain sharing, and innovation chain integration. Construction drawings were formulated to promote the comprehensive and coordinated development of the advanced manufacturing industry in the G60 Science and Technology Innovation Corridor in the Yangtze River Delta.
The "Yangtze River Delta G60 Science and Technology Innovation Corridor to Build an Internationally Influential Science and Technology Innovation Corridor and an Important Innovation Source Index System in China" focuses on key areas such as innovation research and development investment, innovative industry development, innovation resource agglomeration, innovation ecology construction, innovation collaboration and sharing, etc., and establishes a set of scientific and practical, systematic and standardized integrated development evaluation index system for strengthening dynamic monitoring and scientific evaluation of the construction of the G60 science and technology innovation corridor.
Since the construction of the G60 Science and Technology Innovation Corridor in the Yangtze River Delta was launched in 2016, it has always adhered to the new development concept, closely followed the two keys of "integration" and "high quality", continuously promoted institutional innovation and scientific and technological innovation, and has been included in the Outline of the Regional Integration Development Plan for the Yangtze River Delta, the 14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Outline of Long-term Goals for 2035. The Ministry of Science and Technology and other six national ministries and commissions jointly issued the "Yangtze River Delta G60 Science and Technology Innovation Corridor Construction Plan", nine cities focused on the strategic positioning of the "Three Pioneer Corridor", working together and resonating at the same frequency, and the "gold" content and "new" content of the Yangtze River Delta G60 Science and Technology Innovation Corridor were significantly enhanced.
From January to September this year, the GDP of the nine cities was 5.46 trillion yuan, an increase of 10.9% year-on-year; the general public budget revenue was 680.504 billion yuan, an increase of 15.61% year-on-year, and the growth rate was higher than that of the whole country and the Yangtze River Delta. There were 1.5076 million new market entities, an average of more than 5,522 new households per day. At present, the GDP of the nine cities has risen to 1/15 of the country; nearly 29,000 high-tech enterprises have gathered, accounting for 1/10 of the country; 82 enterprises have been listed on the Science and Technology Innovation Board, more than 1/5 of the total number of the country; the SSE G60 Composite Index and the Chengzhi Index have risen strongly, higher than the CSI 500 Index and the CSI Yangtze River Delta Integrated Development Theme Index in the same period.
Songjiang, the source of the G60 Science and Technology Innovation Corridor in the Yangtze River Delta, received a local fiscal revenue of 23.687 billion yuan from January to October this year, a strong growth of 19.4% under the premise of a high growth base for several consecutive years, creating a miracle of local economic development that has been growing positively for 70 consecutive months. Tencent Cohen Laboratory, Youtu Lab, etc. have accelerated the convergence of a number of innovation elements, and the g60 Brain Intelligence Science and Technology Innovation Base is about to enter the industrialization stage.
Financial empowerment of science and technology has added new measures
Science and technology innovation is inseparable from the support of finance. At the Expo, the Yangtze River Delta G60 Science and Technology Innovation Corridor Scientific and Technological Achievement Transformation Fund was released, which became another new measure for the real economy of financial services and high-quality development in the Yangtze River Delta G60 Science and Technology Innovation Corridor.
If scientific and technological achievements cannot be smoothly transformed, they cannot play their due role. The Yangtze River Delta G60 Science and Technology Innovation Corridor Scientific and Technological Achievement Transformation Fund is to use finance to press the "fast forward button" for the "first kilometer" of scientific and technological achievements transformation.
It is reported that the fund is under the guidance of the Ministry of Science and Technology, led by the Joint Office of the G60 Science and Technology Innovation Corridor in the Yangtze River Delta, jointly funded by the people's governments of nine cities, and jointly initiated by the introduction of social capital. Different from other funds, the Yangtze River Delta G60 Science and Technology Innovation Corridor Scientific and Technological Achievement Transformation Fund takes into account both profitability and public welfare. The 50% share of the fund will focus on the early and medium-term projects of seven strategic emerging industries such as integrated circuits, biomedicine and artificial intelligence in nine cities, driving more social capital to invest in scientific and technological innovation, and promoting the transformation of more scientific and technological achievements into real productivity in the market-oriented operation mode of professional financial teams.
To make finance better serve the real economy, the G60 Science and Technology Innovation Corridor in the Yangtze River Delta has been in action. In order to give full play to the advantages of rich resources and advanced manufacturing agglomeration in the industrial park, the G60 Science and Technology Innovation Corridor in the Yangtze River Delta focuses on promoting the construction of a demonstration park that combines industry and finance with high-quality development, promotes financial more accurate empowerment of high-quality development of advanced manufacturing industry, and creates a new highland for the combination of industry and finance.
At the meeting, 13 of the first batch of high-quality development demonstration parks in the Yangtze River Delta G60 Science and Technology Innovation Corridor combining industry and finance, such as Tusshao Hejing Science and Technology Park and Kunshan Small Nucleic Acid and Biomedical Industrial Park, were awarded licenses. In the next step, the Yangtze River Delta G60 Science and Technology Innovation Corridor will give full play to Shanghai's role as an international financial center, use the G60 Financial Service Alliance's full license, whole industry chain, branding, and specialized financial resources to provide these parks with financial resource support in 10 aspects, such as industrial fund landing, science and technology innovation board cultivation, double bond issuance, and transformation of scientific and technological achievements, provide full-life cycle financial services for science and technology innovation enterprises in the park, promote the deep integration of industry, science and technology, and finance, and accelerate the construction of world-class industrial clusters.
Layout innovation chain complement chain strong chain
The G60 Science and Technology Innovation Corridor in the Yangtze River Delta continues to work the solid chain and the strong chain, and strives to become an important node of the domestic large cycle and an important link of the domestic and international double cycle. At the meeting, a number of joint procurement of the Expo, leading enterprises to promote cross-regional cooperation, and major strategic coordination projects were signed in a centralized manner.
As a new force in the industrial chain, specialized and special new enterprises are an important force in the G60 science and technology innovation corridor of the Yangtze River Delta. At the meeting, the Yangtze River Delta G60 Science and Technology Innovation Corridor Specialized New SME Collaboration Alliance led by the G60 Joint Office was established, which is the 15th industry alliance in the Yangtze River Delta G60 Science and Technology Innovation Corridor. Unlike other industry alliances, the Specialized New SME Collaboration Alliance is a comprehensive industry alliance. The alliance will develop in conjunction with other industrial alliances to help the G60 nine-city industrial chain supplementary chain and strong chain and industrial integration development, and turn their respective advantages into overall advantages, so as to enhance the overall competitiveness of the industry.
Focusing on the layout of the industrial chain and the innovation chain, the G60 Science and Technology Innovation Corridor in the Yangtze River Delta actively implements the innovation-driven development strategy and aims at the future industry. The "Report on the Integrated Development of the Industrial Internet in the G60 Science and Technology Innovation Corridor in the Yangtze River Delta" released at the meeting proposed that the nine cities will coordinate the implementation of major industrial Internet projects, jointly build the digital base of the G60 Science and Technology Innovation Corridor in the Yangtze River Delta, and contribute to building a new highland for the digital transformation of world-class industries.
The "g60 Starlink" program was also released on the same day. According to reports, the nine cities will actively promote joint research in technology, connect the upstream and downstream of the industrial chain, and coordinate market and application development and innovation, and work together to create a satellite Internet cluster led by the "g60 star chain", play a good game of chess in the field of "digital economy", and do a better and stronger digital economy. At present, as a key project of "Songjiang G60 Science and Technology Innovation Corridor Digital Economy Innovation Industrial Cluster", the satellite Internet industry has been approved by the Ministry of Science and Technology of the People's Republic of China to declare the pilot project of innovative industrial cluster.
