Arriving in Nanjing on the morning of January 28, he conveyed Chairman Mao's instructions on the "three antis" (anti-corruption, anti-waste, and anti-bureaucracy) to the party committee of the East China Military Region in the morning, and took the lead in reviewing it.

On January 30, he went to Shanghai to convey Chairman Mao's instructions on the "three antis" to the responsible cadres of the first-level organs in East China, the Shanghai Municipal Party Committee, and the troops stationed in Shanghai, and mobilized them.

On February 2, he listened to a report by the East China Military Region on the situation of the "three antis" in Nanjing.

On February 3, he returned to Shanghai by order of the central government to discuss with Rao Shushi, secretary of the East China Bureau, who was ill, on his trip to Beijing. Decided to leave for Beijing on February 6.

On the morning of February 7, upon arriving in Beijing, he wrote a letter to Chairman Mao Zedong to report on the situation of the chairman's instructions and the important situation learned about him in East China.

East China Bureau and Comrade Chen Yisu Yu'er:

After receiving a call from Comrade Su Yu at 14:00 on February 1, he knew that Comrade Rao Shushi was seriously ill and had to recuperate. The Central Committee decided that Comrade Rao Shushi would immediately begin to take a two-month rest, and that Comrade Chen Yi would take over all his duties, and that Comrade Tan Zhenlin [4] would uphold the daily practical work of the East China Bureau and the East China Military and Political Committee presiding over by Comrade Chen Yi. Regarding the place where Comrade Rao Shushi rested, we believe that we must leave Shanghai and preferably come to Beijing. I asked Comrade Su Yu to go to Shanghai to discuss and decide with Comrade Shushi in person, and to come to Beijing with Comrade Shushi in the same car.

Liu, Zhu, Zhou Yue, and Su Yuban:

Agree with Comrade Chen Yi's proposal: Comrade Chen Pixian shall bear the actual responsibility for the work of the Shanghai Municipal PARTY Committee. The East China Bureau worked, and Comrade Tan Zhenlin acted as secretary during Comrade Rao Shushi's illness holiday; however, major matters should still be discussed with Comrade Chen Yi, and Comrade Chen Yi's consent should be obtained and then handled. If Liu, Zhou, and Zhu agreed to the above points, Su Yu was asked to inform Chen and Tan by telephone.

Comrade Chen Yi, and the East China Bureau and the Shanghai Municipal Party Committee:

A telegram was received on March 6. It was agreed that Comrade Tan Zhenlin would act as Comrade Rao Shushi during the sick leave, but the major matters still had to be carried out with the consent of Comrade Chen Yi.
