Chiang Kai-shek rectified the corruption among the strong men, and the big tiger did not dare to oppose it, and the little tiger did not move

author:This is war

During the War of Resistance Against Japanese Aggression, the Nationalist government's rampant system of grasping Zhuangding caused public opinion at home and abroad to criticize, and as the supreme chief of the CPPCC National Committee, Chairman Jiang naturally could not sit idly by; to this end, a series of measures were taken to rectify the system of grasping Zhuangding, and many methods were formulated in legislation to prevent malpractices, but the results were very small, and the biggest result was that there were more people to share the blood steamed buns of the Zhuangdings.

In January 1938, Chiang Kai-shek issued a telegram explicitly: "During the War of Resistance Against Japanese Aggression, the life of the entire country and the nation is breathing and dying, and all generals of all levels of civil and military affairs must inspire loyalty, honesty and honesty in performing official duties, if there is corruption or lawlessness, fraud or embezzlement of public funds or withholding military salaries." Or those who exploit and extort people's wealth by means of exploitation, once discovered, will be engaged in by military law, regardless of the level of their position, they will be severely punished, except that the Association will dispatch important personnel to various places at any time for secret investigation, and the chief officers in charge should especially seriously picket, break the situation, and report at any time, so as to suppress the corrupt trend and punish the stubborn ink."

This telegram was Chiang Kai-shek's first telegram on the issue of corruption in government discipline and military discipline during the War of Resistance Against Japanese Aggression; it was intended to announce to the whole country the determination of the National Government to punish corruption, to set up military judicial supervision in various localities to carry out anti-corruption and army consolidation campaigns, and at one point to dispatch procuratorates and senior officials of the Department of Military Justice Enforcement and Supervision to set up a military conduct and discipline inspection team to inspect military discipline and punish corruption; the Supreme Military Commission and the Ministry of Military Affairs were also ordered to set up a number of military service inspection teams to inspect military service work in local areas to rectify military service work.

However, due to the accumulated corruption, these measures had little effect, and many inspectors took the opportunity to extort money and property from local responsible persons, and the result was only some more people to divide the fat, such as Peng Mou, the head of the Chongqing Military Service Inspection Delegation who went to Shaanxi in 1940 to inspect, who had often knocked on the bamboo bar of the person in charge of the military service in Henan before, and sent people to Collect gifts and property from Weinan Counties when he arrived in a division district in Shaanxi. The article revealed the essence of the Kuomintang's military service inspections: The inspector training course set up by the Military Service Bureau, which was completed in 6 months, was assigned to various counties and divisions, and supplementary training offices, called to inspect the status of the implementation of the Military Service Law.

For example, Li Bi, an inspector stationed in the Yichang area of Sichuan, first made a big threat after taking office, saying that "I am the Minister of Qincha sent by the Military Service Bureau to understand the truth of the Military Service Law, and your fate is all in my hands" Yunyun forced the Yichang Division to cover his mouth with a monthly cost of 10 soldiers, and for example, from the spring of 1940 to 1945, Wu Kai, the commander of the third regiment of the supplementary training office, led the regiment to Yunnan to hand over troops, and when he was leaving, he carried 10,000 jin of Sichuan salt, and the new recruits carried them on their shoulders to Qujing, Yunnan to sell. Grab 5 to 10 times the profit. Li Bi took the opportunity to reach out to Wu Kai for a leather robe, worth 50,000 yuan in Legal Tender, and Wu Tuo's quartermaster gave him 50 silver dollars. Li Refused to accept it, and immediately complained to the Military Service Bureau with a stroke of his pen, and as a result, Wu was removed from his post and investigated. At the same time, Zhou Shiquan, the head of the 30th Supplementary Training Office in Hejiang, brought 15,000 kilograms of salt to Kunming to sell, and gave Li 80 silver dollars a week beforehand, and as a result, Zhou was commended for his "excellent achievements".

Another example is Hu Qiyi, commander of guizhou Guixing Division, a second-term student of Huangpu, who served as the captain of the teaching corps, had an arrogant temperament, and usually looked down on Cheng Zerun, director of the Military Service Department. Just when the Military Service Bureau sent Wu Keming to the district, Hu Qiyi refused to accept it, and cheng Zerun was angry, and while sending inspector Wang Mou to the district to collect Hu Qiyi's bad deeds, such as taking people's lives, extorting Zhuang Ding, and embezzling and cheating. After Wang's report was compiled, the Ministry of Military Affairs removed Hu Qiyi from his post and investigated it, and after being tried by the Military Justice Department, he was shot in May 1942. With regard to the recruitment of new recruits, the Military Service Department was directly grasped, and inspectors were often sent to supervise it, and the chief of the Military Service Section only followed the name of the Military Service Agency and took the opportunity to extort money.

As for some military officials who have been found to have committed corrupt acts, because their special status is also much gone, many corrupt officials are still exempt from punishment by means of interpersonal relations after being found guilty of crimes because they have various relationships with the top level of the National Government. The commander of the gendarmerie, Zhang Zhen, personally went to Qin Dechun, deputy chief of state affairs of the Military Service Department, and said: "So-and-so is an old huangpu classmate, and his qualifications are very old, do you want to save some face?" Otherwise, even The Huangpu students feel that their faces are not good-looking! "The commander's post was removed, but after the case was transferred to the Department of the Military Judicial Directorate, it was still not resolved."

The commander of a certain division in Guangxi falsely reported the amount of conscription and fraudulently received conscription fees and salaries; later, when Lu Zhonglin ordered him to make up for the new recruits, he had no troops to allocate. After this fraud incident was exposed, when the Military Service Department was investigating the commander, Li Zongren sent a telegram to Lu Zhonglin, asking Lu Zhonglin to pay "special attention" to the commander! The result was only the removal of the commander.

Li Wentian, commander of the Northern Anhui Division, was an old man of the Northwest Army, and was denounced by others for all kinds of corrupt and illegal acts. He was transferred to Chongqing and handed over to the Military Justice Department for forwarding to the Military Justice Enforcement Directorate for legal handling. When he saw Lu Zhonglin, he said calmly, "Since my case has been handed over to the military judicial organs for trial, you should leave it alone." Later, Lu Zhonglin learned that he had sent generous gifts to all parties, and as a result, he had a "insufficient evidence" and was exempted from prosecution.

Just as I was investigating and dealing with the commanders of several divisions and districts, signals of reflection came from all sides. Xu Siping, executive deputy director of the Military Service Department, twice invited the chief secretary, Han Meicen, to his office and said: "My relationship with Minister Lu is not enough, and it is not convenient for me to speak to him, the commander of a certain division is a person of Deng Jingong (that is, Deng Xihou), and the commander of a certain division is an old person of a certain gong, please pay attention to it!" ”

At a "meeting at the official residence" (Chiang Kai-shek regularly summoned various ministers to give work reports at his residence), Lu Zhonglin reported on severely punishing lawless personnel and eliminating the accumulated shortcomings of military service.

Huang Wei once angrily pointed out: "Touching fish in muddy waters, embezzling and cheating, everyone can also dip some oil and water when they are fat, but everyone says that they are good enough to make friends, and when there are problems, everyone includes them, this is not good, doing bad work, justice sweeping the ground, right and wrong are reversed." ”

And behind the exchange of interests of these people is the blood and tears of millions of strong men!
