In recent years, Yongfu County has adhered to the three major brand advantages of "Fushou, Selenium Rich and Ecology" as the basis, adopted the three major measures of "expansion, quality improvement and efficiency increase", accelerated the construction of a modern agricultural system, and is committed to building the construction of three districts along the Luo Han Guo Belt, the "One Belt" is to develop the Luo Han Guo standard planting demonstration belt in longjiang, Baishou and other mountainous townships, and the "three districts" are the production and processing areas based on Longjiang Township and Suqiao Town, the leisure agricultural tourism area, and the Suqiao Luo Han Guo Town Centralized Innovation Zone, which is a good way to promote the integration of three industries. At the same time, the county integrates 6 million yuan of funds into the luo han guo industry every year to support the production and processing of luo han guo, scientific and technological innovation, product development, brand promotion, etc. Relying on luo han guo town, Fushou culture and luo han guo industry culture, the whole industrial chain development pattern of luo han guo planting, processing, sales and leisure agricultural tourism has been formed. At present, there are 145 luo han guo related enterprises and professional cooperatives in the county, and the annual output value of luo han guo is 4.07 billion yuan, of which the output value of luo han guo fresh fruit is 800 million yuan, the annual processing output value is about 3 billion yuan, and the output value of tertiary services is 270 million yuan.
Yongfu County is the birthplace and origin of the "Oriental Sacred Fruit" Luo Han Guo, and is also the largest luo han guo export production base in the country, which was named "the hometown of Chinese luo han guo" in 1995. In recent years, the Yongfu County Party Committee and the county government have attached great importance to the development of Luo Han Guo and fully supported it. In terms of finance, the county finance arranges and integrates 6 million yuan of funds into the luo han guo industry every year. In terms of taxation, for newly established luo han guo processing enterprises with an investment of more than 10 million yuan and put into production within two years, within 3 years from the year of production, the income tax and value-added tax counties will receive a full amount of incentives for enterprises to be used for production and reinvestment; for the newly established luo han guo processing enterprises with an investment of more than 20 million yuan, if they meet the investment intensity requirements and are put into production on schedule, the support of "one factory, one policy" is implemented. In terms of land use, for processing enterprises gathered in suqiao park of the economic development zone, priority is given to arranging construction land indicators. In terms of talents, we will continue to increase the introduction of various high-tech talent resources, continue to implement the policies for the introduction of scientific and technological talents and supporting services, and provide intellectual support for the cultivation and development of the Luo Han Guo industry.
At the same time, we will explore the "company (professional cooperative) + base + farmer" business model, guide leading enterprises and luo han guo professional cooperatives and growers to adopt a unified fine seed, unified distribution of agricultural materials, unified standardized planting, unified information sharing, unified brand, unified sales "six unified" business model to develop the industry, and purchase products at a guaranteed reserve price. At present, the planting area of luo han guo in the county is stable at 120,000 mu, with an annual output of about 1.2 billion yuan and an output value of about 1.2 billion yuan, involving the total output value of the luo han guo industry of more than 3 billion yuan, which is the largest planting area and the largest fruit production in the country.
After the planting and yield problems were solved, Yongfu County used project construction as a lever to guide social capital to enter and leverage the development of the processing industry. The first is to build a number of demonstration bases for the production and processing of monk fruit, and the planting area has become an advantageous area. From 2018 to 2019, 24 luo han guo green food standardization production bases with an area of 52,808 mu were created in Baishou Town, Baoli Town, Suqiao Town, Longjiang Township and other townships; wild luo han guo species were built in Dayigou Tun, Shuangjiang Village, Longjiang Township. Resource protection base; Yongfu County Longjiang Township Fushou Shenguo Luohanguo Industry Core Demonstration Zone was identified as Guangxi District-level three-star demonstration zone in 2018; Yongfu Luohanguo won the first batch of Guangxi characteristic agricultural products advantage zone and the first batch of Guangxi agricultural product advantage zone in 2018. The second is to build a luo han guo processing agglomeration area and do excellent secondary production. Taking the opportunity of Yongfu County's Luohanguo Town being listed as the first batch of Guangxi characteristic towns in 2018, we actively carried out the construction of national aaa-level scenic spots. The first phase invested 1.5 billion yuan to improve a number of basic projects such as the luo han guo trading market, luo han guo exhibition hall, industrial research and development building, talent apartment, core area construction, etc., further improved the characteristic industrial chain of "seedling raising - standardized planting - specialized deep processing", and initially formed a development pattern of the whole industrial chain from the integration of luo han guo planting, research and development, processing and trade.
At present, the processing of luo han guo products has changed from the traditional fuel of firewood as fuel to dry fruits baked in the baking room to the use of vacuum dehydration, frozen dehydration, air drying and dehydration to process dried fruits, and entered the series of product development stages such as sweet glycoside extraction, punching agent, beverages, proprietary Chinese medicines, etc., and has developed more than 50 products such as luo han guo dried fruit, luo han guo tea, luo han guo sweet glycosides, luo han guo sugar, luo han guo honey, functional food, concentrated juice, beverages, proprietary Chinese medicines, etc. There are more than 100 luo han guo processing enterprises in the county, and there are more than 40 professional cooperatives specializing in luo han guo, with an annual processing capacity of more than 1 billion. It has formed a complete industrial chain of seedling production - farmer planting - cooperative (enterprise) acquisition - enterprise processing and sales, which has promoted the sustained, healthy and steady development of the Yongfu monk fruit industry.
Yongfu is located in the southwest of Guilin City, with a long history, excellent ecology and rich tourism resources, it is the first batch of longevity towns in China and the first health care industry demonstration base identified by the World Health Care Conference. Yongfu County focuses on the construction of modern agricultural demonstration areas, demonstration villages and demonstration points, relying on rural natural ecology, pastoral scenery, local culture and other resources, actively introduces nongjiazhiyou cover theme guide and supports the development of new formats of emerging industries such as rural tourism, rural e-commerce, leisure agriculture, and sightseeing agriculture, cultivates and develops rural tourism cooperation organizations, builds a modern agricultural industry system that crosses and integrates agriculture and tertiary industry, and effectively promotes the integrated development of tourism, service industry, agricultural product processing industry and planting industry. At present, driven by the luo han guo industry, there are 1 four-star farm house and 4 three-star farm stays in the county.
Yongfu Luo Han Guo Characteristic Town relies on the Luo Han Guo industry as the leading, and has become an industrial cluster town integrating the production, processing and sales of Luo Han Guo. Here the infrastructure is perfect, the industrial characteristics are distinctive, and the planning parks and projects are dotted with dots, including comprehensive supporting industries such as luo han guo seedlings, planting, processing, research and development, sales (e-commerce), experience, leisure and catering; there are 6 major functional areas such as production and manufacturing area, product display and trading area, innovation and entrepreneurship research and development area, living supporting area, leisure and health care area, planting experience area, etc., which have become a national characteristic town that combines science and technology and culture, industry and tourism.
At the same time, Luo Han Guo Town is also led by scientific and technological innovation, focusing on the Luo Han Guo industry, forming its own high-tech industrial agglomeration area, which also marks a huge progress in the integration of industrial tourism and industry in the development zone. In the future, it will also build the world's top and the world's first professional trading market for monk fruit and series products.
Luo Han Guo is the leading industry in Yongfu County to help alleviate poverty. In recent years, in the work of poverty alleviation, Yongfu County, relying on the advantages of local agricultural industries such as luo han guo, fully use of the golden signs such as "China Luo Han Guo Origin" and "China Luo Han Guo Hometown", actively guide the peasant masses, especially the poor people, to adjust and optimize the agricultural industrial structure, take a series of subsidy measures, and since 2016, a total of nearly 7 million yuan has been arranged to replace the funds with awards, and supported the development of the luo han guo industry for 3500 poor households in the county, and built the small luo han guo into a large industry for poverty alleviation. For example, poor households that plant a certain scale of monk fruit are given a reward of not less than 2,000 yuan; poor households are encouraged to establish a close interest connection mechanism with monk fruit enterprises or cooperatives, so that growers can fully enjoy the value-added benefits of the secondary and tertiary industries. The number of poor households growing monk fruit has developed from more than 1,000 in 2016 to more than 3,500 in 2019, with an average planting area of more than 3 mu and an average household income of more than 12,000 yuan, and more than 3,000 households have been lifted out of poverty by planting monk fruit.
