The Political and Legal Committee of the Central Military Commission is one of the 15 functional departments newly established after the military reform and readjustment. This is Li Xiaofeng's first public appearance as the secretary of the Political and Legal Committee of the Central Military Commission.
Public information shows that Li Xiaofeng is 62 years old and a native of Yancheng, Jiangsu Province. In October 2009, at the 11th session of the Standing Committee of the Eleventh National People's Congress, he was promoted to chief procurator of the Military Procuratorate and became a general at the level of the regular army. In 2014, Li Xiaofeng was promoted to the rank of deputy military region. He was promoted to lieutenant general in 2015.
It is worth mentioning that in October 2014, the Military Procuratorate concluded its investigation into the suspected bribery case of Xu Caihou, former vice chairman of the Central Military Commission, and transferred it for review and prosecution; In July 2015, a meeting of the Politburo of the CPC Central Committee decided to expel Guo Boxiong from the party and transfer his suspected serious bribery crimes and clues to the military procuratorate authorized by the Supreme People's Procuratorate for handling according to law.
So far, among the 15 functional departments after the military reform and readjustment, 8 of the top leaders have been disclosed, namely, Qin Shengxiang, director of the General Office of the Central Military Commission; Fang Fenghui, chief of staff of the Joint Staff Department of the Central Military Commission; Zhang Yang, director of the Political Work Department of the Central Military Commission; Zhao Keshi, director of the Logistics Support Department of the Central Military Commission; Zhang Youxia, director of the Equipment Development Department of the Central Military Commission; Li Xiaofeng, secretary of the Political and Legal Committee of the Central Military Commission; Liu Guozhi, director of the Science and Technology Commission of the Central Military Commission; and Guan Youfei, director of the International Cooperation Office of the Central Military Commission.
In addition to the seven top leaders of the functional departments of the Central Military Commission disclosed by the People's Liberation Army Daily, the official website of the National Audit Office disclosed at the end of 2015 that Guo Chunfu, president of the PLA Logistics College, took up the new position of auditor general of the PLA Audit Office.
