In January 1952, the surface of the Kakunuma River in Sungcheon-gun, North Korea had frozen. This morning, Mr. Luo and his comrades were practicing bomb throwing by the river, and several North Korean teenagers nearby were skating.
Suddenly, a teenager named Cui Ying accidentally fell into an ice cave 2.7 meters deep. Braving the freezing cold of more than 20 degrees below zero, Luo Shengjiao jumped into the ice cave. Underwater, Luo Shengjiao found Cui Ying and pushed him out of the water with force.
However, due to the rupture of the ice around the ice cave, the teenager fell into the water again. After several twists and turns, Luo Shengjiao used his last strength to push Cui Ying out of the water again. In the end, Cui Ying was successfully rescued, but Luo Shengjiao never came up again, and was only 21 years old when he died.

In June 1953, the Standing Committee of the Supreme People's Assembly of the Democratic People's Republic of Korea posthumously awarded the Order of the National Flag of The First Class and the Order of Honor of the First Class of Soldiers of the Rassang-ji Sect.
The Korean people also renamed the place where The Luosheng Sect was sacrificed as "Luo Sheng Sect Village", and the mountain where he was buried was also named "Luo Sheng Sect Mountain".
In order to repay the kindness of the volunteers, Choe Ying, a teenager who was rescued by The Luo Shengjiao, later joined the Korean People's Army and became a soldier like the Luo Shengjiao. In 1954, Cui Ying also went to Xinhua, Hunan, the hometown of Luo Shengjiao, to visit Luo Shengjiao's parents.
In the 1960s, North Korea made a film based on the deeds of Luo Shengjiao, "The New Legend of the Boiling River", which was later translated and produced by the Changchun Film Studio in China Chinese.

In July 2011, to commemorate the 50th anniversary of the signing of the Sino-DPRK Treaty of Friendship, Cooperation and Mutual Assistance, North Korea decided to name the Shuocang Middle School in Seongcheon County, Pyongannam-do, where the martyrs of the Rasseong Sect martyrs were sacrificed, as the Lo Seongk Kyo Senior High School.
Today, the school has more than 330 students and more than 30 teachers. Teachers and students often learn about the deeds of the martyrs of the Luo Sheng Sect and regularly clean up the Luo Sheng Sect Cemetery.
Principal Kim Hye-il said that Rasang-gyu's deeds have touched the North Korean people by sacrificing himself to save North Korean children who fell into the water, and that Roh Sung-kee Senior High School represents the friendship between the DPRK and China.
