With more and more liberated places, the PLA's strength expanded rapidly, they could completely besiege Fu Zuoyi, and later the Communist Party sent people to persuade Fu Zuoyi, Fu Zuoyi also knew that the general trend was gone, so he went down the steps and opened the city gate to welcome the PLA into it.
If he insisted on not revolting and not surrendering, then he would soon be annihilated by our army and would no longer exist, and under comprehensive consideration, Fu Zuoyi would naturally revolt smoothly.

However, compared with Fu Zuoyi's compulsion, Chen Mingren had a lot of chips, although Chen Mingren only had a mere 70,000 troops in his hands, but he had chips to negotiate with our army, and at that time, if Chen Mingren could smoothly return to our army, then from the perspective of the situation, it would be of great benefit to our army.
So the chips behind them are different.
Second, Fu Zuoyi's army was originally rooted in "warlords", and the relationship with Chiang Kai-shek was also quite interesting, and the Kuomintang could not restrain him at all.

And Fu Zuoyi? The cohesion of the warriors from warlord origin is also different, and the discipline of his subordinates is naturally not good, so it is necessary to break up his troops to ensure that there will be no troubles in the future.
