Xu Xilin was born in Shaoxing a very wealthy family, his father Xu Fengmingxiu was born, served as a county official, the family has more than 100 acres of land, and opened "Tiansheng Silk Village" and "Taisheng Oil Candle Stack" in Shaoxing City, with a lot of capital. However, Xu Xilin can be said to be a problem teenager, from a young age, he was untamed, since childhood "the artifacts passed and destroyed them", at the age of twelve, in order to "learn martial arts", he ran to the temple in the deep mountains and mountains to become a small monk, and then Xu Fengming even severed the father-son relationship with him in order to avoid disasters. "By today's standards, it's almost a problem teenager," Xu Naida, Xu Xilin's grandson, said of his grandfather.

It can be said that after Xu Xilin returned to China, he was an unemployed youth. Therefore, Xu Xilin's parents entrusted his cousin Yu Liansan, who had served as the inspector of Shanxi, to find a career for him. Yu Liansan then introduced Xu Xilin to Enming, who was then the governor of Anhui.

Enming and Yu Liansan had a good personal relationship, and when they saw that they were people introduced by good friends, they must be reused, so they let Xu Xilin become the director of the Anhui Patrol Police Department and the anhui patrol police academy and the supervision of the army primary school, and mastered a certain armed force.

When Xu Xilin was serving as a heavy minister under Enming, he had to discuss the uprising with Qiu Jin, who was also in Shanyin, Zhejiang. Qiu Jin crossed to Japan in 1904 and joined the Guangfu Society and the League in 1905, respectively, and served as the head of the Zhejiang Federation of the League. In 1906, after returning to China, Qiu Jin participated in the founding of the China Public School and the China Women's Daily, and vigorously advocated feminism.

In March 1907, Qiu Jin took over as the general office of the Datong Academy, and secretly contacted the zhejiang local party to form the Guangfu Army, which claimed to have a crowd of 7,000 people. Later, Qiu Jin and Xu Xilin agreed to revolt in Zhejiang and Anhui at the same time on July 19 (the tenth day of the first month of June). Unexpectedly, in mid-June, the party revolted in advance, which led to the government becoming aware of Xu Xilin and Qiu Jin's movements.

On July 6, coinciding with the graduation ceremony of the Anqing Patrol Police Academy, Anhui Inspector Enming and senior officials such as envoys and envoys came to congratulate them. Xu Xilin's plan was that when the patrol police academy held its graduation ceremony, it would launch a surprise attack on the provincial civil and military officials who came to attend the ceremony, kill several senior officers, and occupy Anqing. The initial ceremony went smoothly, and just when the graduation ceremony was in full swing, Xu Xilin took advantage of the opportunity of the ceremony to suddenly burst out and pulled out a short gun and fired at Inspector Enming of Anhui.

Other students also responded, snatching up ordnance, and the venue was suddenly in an uproar, and the civil and military officials were frightened and scurried. However, the "decapitation operation" launched by Xu Xilin was not yet complete, and although Enming was stabbed to death, the large contingent of Qing soldiers and horses in the provincial city had already rushed to the scene of the accident and surrounded Xu Xilin's more than a hundred people and horses, and in the end the revolutionaries either died or were captured, and the uprising failed in only four hours.
