In 2003, Zhao Liangmiao, who was engaged in hydropower engineering construction, came to Jingyang to explore the hydrology of the Jing river, and he saw the hydropower development potential of the Jinghe Grand Canyon in Shaanxi Province, and began an 18-year arduous entrepreneurial road.

In the no-man's land of Beizhongshan, he was covered in the scorching sun and mud on his feet, and completed all the preliminary investigation and measurement work on foot. After six years of hard work, the Wenjing Hydropower Station was about to be completed, but the weather was unpredictable, due to the insufficient estimation of the cement sand content of the Jing River, the water turbine worth more than 25 million yuan was worn out and scrapped after only a few dozen hours of operation. Faced with a major accident, he gritted his teeth and persevered, re-raising funds with the support of family and friends, and building again. In 2010, Wenjing Hydropower Station was finally completed and officially put into operation, with an annual output value of more than 57 million yuan and an annual tax payment of 7 million yuan.

After the completion of the Wenjing Hydropower Station, Zhao Liangmiao led everyone to split the mountain again and start his second venture to develop the Zhengguoqu Tourist Scenic Area. After more than five years of all-out construction, 10.5 kilometers of tourist roads in the scenic spot have been dug into the Beizhong Mountain, and 9 winding tunnels have been opened, of which the longest tunnel is 1.9 kilometers, and the 9 tunnels are like bead chains that skillfully connect various scenic spots. Nearly 2 kilometers of imitation wooden boardwalks were built, and there were several pavilions and bridge corridors. Completed the construction of Peacock Bay Reception Center, Heigou Reception Center, Wenjing Lake Reception Center and Visitor Reception Center in Comprehensive Service Area, with a total construction area of more than 28,000 square meters and a total investment of more than 700 million yuan. The scenic spot began trial operation on September 15, 2017, and was rated as a national aaaa-level tourist attraction that year, identified as "employment poverty alleviation base", "science education base" and "annual most popular wisdom scenic spot", and won the "Shaanxi Provincial Primary and Secondary School Research and Education Base" and "Provincial Civilized Tourism Scenic Spot" in 2020.
