Dong Yu: The innovation of the platform cannot be at the expense of the legitimate rights and interests of users

BEIJING, Nov. 2 (Xinhua) -- Recently, the State Council issued the "14th Five-Year Plan" National Plan for the Protection and Application of Intellectual Property Rights (hereinafter referred to as the "Plan"). The "Plan" proposes to improve the relevant laws, regulations and policy measures related to intellectual property anti-monopoly and fair competition.

Dong Yu, executive vice president of the China Development planning research institute of Tsinghua University, said in an exclusive interview with the "China New Observation" column of China News Network that at present, anti-monopoly has received a lot of attention, and the ninth meeting of the Central Financial and Economic Commission has made special arrangements, requiring timely filling in the gaps and loopholes in the rules, strengthening the construction of the data property rights system, and strengthening the data security responsibilities of platform enterprises.

"In other words, the innovation of the platform cannot be at the expense of the legitimate rights and interests of users." Dong Yu stressed that when a business operator reaches or implements a monopoly agreement, abuses its dominant market position, or commits an act that may constitute an abuse of intellectual property rights to eliminate or restrict competition, it will constitute a monopoly act, and there are a series of criteria for determining this.

Dong Yu said that anti-monopoly and intellectual property protection have the same goal, that is, to protect competition and stimulate innovation, improve the efficiency of economic operation, and safeguard the interests of consumers and the social public interest.

"In the future, in the field of intellectual property rights, relevant supervision will be strengthened to prevent the occurrence of monopolistic behavior that abuses intellectual property rights." In the long run, it is conducive to the healthy development and standardized development of the platform economy and enterprises, is conducive to giving some small and medium-sized enterprises and innovative enterprises more room for growth, and is conducive to creating a market environment for fair competition.

Dong Yu said that the introduction of the "Planning" will ultimately benefit the majority of consumers. In the past, everyone suffered from "advanced on-demand" and was very unhappy. In the future, behaviors similar to this will certainly be constrained. Then consumers will have more choices and enjoy better services. (End)
