BEIJING, Nov. 2 (Xinhua) -- Dong Yu, executive vice president of the China Development planning research institute of Tsinghua University, said in an exclusive interview with the "China New Observation" column of China News Network, "We must look at the protection of intellectual property rights dialectically and grasp the scale when implementing specific policies." ”
Recently, the State Council issued the "14th Five-Year Plan" National Intellectual Property Protection and Application Plan. In response to the voice that excessive protection of intellectual property rights will have a negative impact on the progress of the industry and the enthusiasm for innovation, Dong Yu believes that there is no excessive protection of intellectual property rights in China as a whole.
Dong Yu said that we have experienced the era of rampant piracy and witnessed some domestic works with great potential, because of piracy, there is no market, and enterprises have collapsed. Today, the awareness of intellectual property rights has undergone a fundamental change. "Paid consumption" and "genuine consumption" have become the consensus of everyone and an important symbol of national progress.

"Although great progress has been made in intellectual property protection in recent years, the phenomenon of easy and frequent occurrence of intellectual property infringement in China and the phenomenon of 'easy infringement and difficulty in safeguarding rights' still exists, and there are still many loopholes in law and supervision." At the same time, China is in a stage of innovation, and strengthening the protection of intellectual property rights is still in progress. ”
Dong Yu believes that excessive protection may indeed have some impact on innovation. Therefore, in the implementation of specific policies, it is necessary to grasp the scale, not only strictly protect intellectual property rights, but also ensure that the public interest and stimulate innovation are both obtained. Improve the intellectual property rights assessment system, improve the intellectual property ownership system, and study and formulate relevant systems to prevent the abuse of intellectual property rights.
The "Planning" pointed out that it is necessary to improve the copyright protection system in the fields of sports event programs, variety shows, and online live broadcasting, and improve the copyright protection measures for outstanding stage art works such as red classics.
When talking about some hot issues of public concern at present, Dong Yu said that how to determine infringement in the relationship between short and long videos still needs to find a balance to avoid "one size fits all".
"What Planning is doing is not constraining inspiration, but letting inspiration see rewards and nurturing the soil that inspiration loves." Dong Yu said. (End)
