How to understand this positioning? Dong Yu, executive vice president of the China Development Planning Research Institute of Tsinghua University, said in an exclusive interview with the "China New Observation" column of China News Network that this should focus on the overall goal of the development of the twin-city economic circle in the Chengdu-Chongqing region - to create an important growth pole and a new power source to drive the high-quality development of the whole country.

From the perspective of "power source", deployed in the Central Economic Work Conference in 2018, Beijing-Tianjin-Hebei, Guangdong, Hong Kong and Macao, and the Yangtze River Delta should become an important power source for high-quality development. The twin-city economic circle in Chengdu and Chongqing has become a new power source, that is, to align with the above three places, which together constitute a power system to promote high-quality development in the country.

From the perspective of the "growth pole", the economy of the Chengdu-Chongqing region accounts for about one-third of the entire western region, but the total economic volume of the entire Chengdu-Chongqing Twin Cities Economic Circle accounts for less than 7% of the country, and there is still room for further improvement.

Dong Yu pointed out that since the Eighteenth National Congress, the central government has issued a series of regional strategies, and only Chengdu and Chongqing have been named "Twin Cities Economic Circle", which in itself reflects the characteristics of this economic circle - dual core drive.

Dong Yu said that first of all, the two central cities can radiate and drive the surrounding areas and even a larger area; secondly, how to create a better bond between Chengdu and Chongqing to make the industry better coordinated.

"This is to first focus on the 'middle line' between Chengdu and the main urban area of Chongqing, through the connection of transportation and the layout of the industry, form a number of effective connection nodes, and strengthen the main axis belt." At the same time, the north and south wings should also strengthen the connection. ”

"A Tale of Two Cities" has been sung, but some voices believe that due to the more prominent homogenization competition between Chengdu and Chongqing, the in-depth cooperation between the two places is not enough, and there is even a "Yuliang complex" where competition is greater than cooperation.

Dong Yu believes that competition is not necessarily a bad thing, which means that the two places have a stronger motivation to catch up with and surpass the advanced and reach a new level. Of course, in the midst of competition, there is indeed a vicious competitive relationship in some places in terms of project competition and industrial layout, and it is necessary to avoid such problems.

At the same time, he said that the central government's layout in the industry and infrastructure of the two cities is focused, and also emphasizes the sharing of resources between the two cities. "The mechanism construction of the Twin Cities Economic Circle can put some tasks in the same place, and now there is a similar layout, as far as I know, in the first three quarters of this year, dozens of major projects have landed in the two places."
