Chengdu-Chongqing area twin-city economic circle, how to get out of the Bashu characteristic road?

Beijing, 27 Oct (Xinhua) -- Recently, the CPC Central Committee and the State Council issued the "Outline of the Plan for the Construction of the Twin Cities Economic Circle in the Chengdu-Chongqing Region" (hereinafter referred to as the "Planning Outline"), drawing a new "circle" on the vast western land.

Looking to the east, Beijing-Tianjin-Hebei, yangtze river delta, Guangdong, Hong Kong and Macao have developed into major developed city clusters. Can the Chengdu-Chongqing Twin Cities Economic Circle give full play to the advantage of being a latecomer and enter the "fast lane" of development?

Dong Yu, executive vice president of the China Development Planning Research Institute of Tsinghua University, said in an exclusive interview with the "China New Observation" column of China News Network that high-quality development is to find its own unique advantages on the basis of development, and Chengdu and Chongqing must go out of its own Bashu characteristic road.

"The emergence of the gap is related to the historical development of the western region, the difference in location conditions, and the difference in natural resources, and we cannot ignore these hard to promote development." However, the Chengdu-Chongqing region still has to learn from the eastern region, and only by seeing the gap, understanding the gap, and finding the reasons for the gap can the gap be narrowed. Dong Yu thought.

In Dong Yu's view, the most important thing to learn from the eastern region is to learn how to reform and how to open up, and to do the exploration that has not yet been made in other regions, so that we can set an example to drive the western region. On the basis of learning, we should also think that to give full play to our own advantages, Chengdu and Chongqing also have their own development strengths, such as cultural industries.

In addition to the development gap with the eastern region, there is also a problem of uneven development within the Chengdu-Chongqing Twin Cities Economic Circle, and "dislocation development" is particularly important.

"Different stages of urbanization will take different forms, and in the past period of time there has indeed been a convergence of economy and population towards the provincial capitals and to the main urban areas. At present, in the Chengdu-Chongqing urban circle, the total economic volume of Chengdu and Chongqing has accounted for about half of the entire urban agglomeration, and after a period of time, the siphon effect of the central city will inevitably have a negative impact on the surrounding areas. ”

Dong Yu said that next, if Cheng Yu wants to "dislocate development", it must pay attention to "optimization and upgrading". Considering the carrying capacity and space of the resource environment of the two cities, some industries do not necessarily have to be laid out to the central city, but can be laid out to the sub-central city, to the surrounding small and medium-sized cities, and to establish a smaller central city.

"As long as you are willing to think and vigorously promote reform and opening up, Chengdu and Chongqing will certainly be able to find a development path that suits itself." Dong Yu held that the most urgent task at present is to first build up the mechanism, and secondly, to implement the major project tasks one by one, and also to form an atmosphere of support for the development of the Chengdu-Chongqing Twin Cities Economic Circle in the whole society, so that other areas in the western region and Chengdu-Chongqing can form a joint force.
