"This is a very important program in the history of our national regional planning." Dong Yu, executive vice president of the China Development Planning Research Institute of Tsinghua University, said in an exclusive interview with the "China New Observation" column of China News Network that the "Planning Outline" is not only a blueprint to guide the development of Chengdu and Chongqing, but also plays an important role in the overall situation of regional development in the country.

Dong Yu interpreted that the "Planning Outline" first stands in a high position, and should be placed in the overall strategy of the central authorities, in an important position of the new development pattern, and in an important position of national regional development; secondly, the positioning is clear, and the positioning of the future "two centers and two places" of the Chengdu-Chongqing Twin Cities Economic Circle is clearly positioned - an important economic center with national influence, a scientific and technological innovation center, a new highland for reform and opening up, and a livable place for high-quality life.

Third, with the systematic concept of preparation, the tasks of different stages by 2025 and 2035, as well as the specific tasks in nine aspects, are closely related to each other; fourth, the measures are practical, emphasizing the problems that need to be solved urgently in chengdu and chongqing to move to a new level in the "14th Five-Year Plan" and even longer.

Dong Yu believes that Chengdu-Chongqing has a very important position and role in building a new development pattern. "In the western region, the population and economic scale of Chengdu and Chongqing are in the first echelon in the western region, which can radiate and drive the development of the surrounding areas and the entire western region." Dong Yu also mentioned that there are also some shortcomings in the Sichuan-Chongqing region. For example, there is still a certain gap between the comprehensive strength and the overall level of development compared with the eastern region, and the per capita level in some areas is still relatively low; the overall scale of high-tech industries is insufficient and has not yet formed a particularly large advantage; the population and economic gap between the internal districts and counties is still very large, and the twin cities of Chengdu and Chongqing are still at a relatively low level of development, and it is difficult to assume the role of linking Chengdu and Chongqing.

"Therefore, the Outline Planning covers the common and characteristic problems that need to be solved in Chengdu and Chongqing itself and in the larger region from near to far, from point to point, and is a plan with exemplary significance and a plan with distinct Bashu characteristics."
