Jiangxi Province has made great efforts to solve the problem of parking difficulties in urban areas

The reporter learned on November 1 that the Provincial Department of Housing and Urban-Rural Development, the Provincial Department of Natural Resources and other four departments recently jointly issued the "Implementation Opinions on Promoting the Development of Urban Parking Facilities in the Province and Effectively Alleviating the Problem of Parking Difficulties in Urban Areas". The "Implementation Opinions" make it clear that by 2025, the effective supply of parking facilities in all cities in the province will continue to expand, the parking resources will be used efficiently, and the problem of parking difficulties in urban areas will be effectively alleviated; by 2035, the urban parking system with reasonable layout, sufficient supply, intelligent and efficient, convenient and accessible will be fully completed.

The "Implementation Opinions" proposes that our province will solve the problem of parking difficulties in urban areas in a multi-pronged manner from seven aspects, such as accelerating the construction of parking facilities, promoting the quality and efficiency of parking resources, creating a parking facility development environment, strengthening the comprehensive management of urban parking, strengthening policy support for the construction of parking facilities, and forming a joint force for the promotion of work.

According to the "Implementation Opinions", our province encourages all localities to combine the transformation of old residential areas, factories, blocks and buildings to expand and build new parking facilities. For key areas such as hospitals and commercial areas, measures such as resource sharing, price adjustment, and temporary parking are comprehensively adopted to reasonably meet parking needs. Vacant plots after the renovation of the central urban area are given priority for the construction of public parking facilities. Encourage the transformation and construction of existing civil air defense projects with renovation conditions into public parking lots. Encourage a city to build a unified parking information management platform, promote the intelligent application of parking services, build a three-level parking guidance electronic screen in the central business district and other areas with large parking needs, and timely publish the surrounding parking space information. Focus on revitalizing all kinds of parking resources within 500 meters of residential quarters, hospitals, schools, commercial areas, etc., and government agencies, public institutions and enterprises and institutions take the lead in opening parking facilities to the outside world at the wrong time. Support the scientific demarcation of a number of temporary road parking spaces such as time-limited parking and night parking in old residential areas.

The "Implementation Opinions" proposes that our province will promote the accelerated development of the parking industry and establish a market-oriented operation mechanism for parking lots with diversified investment, multi-channel construction and market-oriented operation. Encourage the participation of all kinds of market entities, and enterprises and individuals can apply for investment in the construction of public parking lots. Support the establishment of parking industry associations in various localities, develop professional parking enterprises with strong comprehensive strength and good quality and reputation, and coordinate the investment, construction and operation management of public parking resources on and off the road. Give full play to the role of price leverage in regulating the supply and demand of parking spaces, in accordance with the principle of "the central area is higher than the non-central area, the road is higher than the road, and the congestion period is higher than the idle period", strictly implement the clear price marking system, and improve the parking charging mechanism that mainly determines the price by the market.
