On November 1, Wuhan officially implemented the Wuhan Water Supply Regulations. This is a new local regulation based on the "Wuhan Urban Water Supply and Water Regulations" formulated in 1995. Among them, promoting the integration of urban and rural water supply, temporary water supply measures should be taken for more than 24 hours of water suspension, and the quality of secondary water supply should meet the standards, which have become several highlights of the new regulations.

According to reports, the "Wuhan Urban Water Supply and Water Regulations" previously implemented by Wuhan City were adopted on December 21, 1995, and implemented on February 20 of the following year, and in the past 26 years since then, there have been four small-scale amendments. However, with the economic and social development, Wuhan's water supply industry has shortcomings such as incomplete urban and rural overall planning and imperfect system layout, and this local regulation also needs to be adjusted in an all-round way.

In 2019, the Standing Committee of the Wuhan Municipal People's Congress included the "Wuhan Urban Water Supply and Water Regulations" in the legislative research project of that year, and after nearly two and a half years of revision and deliberation, on June 9, 2021, the 38th meeting of the Standing Committee of the 14th Wuhan Municipal People's Congress deliberated and passed, and the new Wuhan Water Supply Regulations were officially implemented on November 1, 2021.

The reporter combed and found that the "Wuhan Water Supply Regulations" have made clear provisions in promoting the integration of urban and rural water supply and water supply, optimizing the business environment for access to water, strengthening water source and water quality supervision, water supply facility maintenance and emergency disposal, and secondary water supply management, etc., in order to further improve the quality and efficiency of water supply.

Since the "13th Five-Year Plan", Wuhan has completed the new, reform and expansion projects of 7 water plants in the central urban area and 4 water plants in the new urban area, adding 810,000 tons of new water supply capacity, and greatly improving the water supply capacity; the city's "water supply network" has been promoted in an orderly manner, and the pattern of "urban water supply urbanization and urban and rural water supply integration" has initially taken shape; the quality of water supply has been significantly improved, the intelligent water supply platform has taken shape, directly connected to nearly 5,000 secondary water supply pump houses in the city, and 1.6 million people will benefit from the secondary water supply transformation project that will be completed at the end of the year.

Water supply is an important guarantee for urban economic operation and social development, directly related to the public interest and the quality of life of the people, on November 1, the "Wuhan Water Supply Regulations" was implemented, the Wuhan Municipal Water Affairs Department invited Zhang Bao, a professor and legal expert at Zhongnan University of Economics and Law, to interpret the new regulations.

Highlight 1: Promote the integration of urban and rural water supply

The newly revised Wuhan Water Supply Regulations remove the word "city" and include urban-rural integration as the basic principle of wuhan water supply. The regulations clearly stipulate that the integration of urban and rural water supply, regional networked water supply and equalization of water supply services will be promoted. Unless otherwise specified, the relevant provisions apply to both urban and rural areas.

Highlight 2: The inconvenience of water outage is reduced

Stopping the water has always been a troublesome thing for the citizens. After the promulgation of the new regulations, the inconvenience caused by water suspension or maintenance to the normal life of the public will be greatly reduced. The regulations stipulate that water supply units shall restore water supply within 24 hours if they rush to repair, replace or overhaul water supply facilities. Where water supply cannot be restored within 24 hours, temporary water supply measures shall be adopted to ensure the basic domestic water of residents.

Highlight 3: Secondary water supply should meet the standards

With the improvement of living standards, the public's attention to secondary water supply is also getting higher and higher. The release of the new regulations has followed up on this in a timely manner, "the management unit of the secondary water supply facilities shall ensure that the secondary water supply facilities are intact, and if the water quality is not cleaned and disinfected according to the regulations, the water quality does not meet the national standards or other serious consequences will be fined between 50,000 yuan and 100,000 yuan."
