Shaanxi is a good place for individuals to excel in their spirits, and is one of the important birthplaces of the Chinese nation and Chinese civilization. As early as 5,000 years ago, the earliest ethnic group in Chinese history, the Huaxia ethnic group, has been established in history by 14 regimes such as Western Zhou, Qin, Han, and Tang in Shaanxi.
In modern times, Shaanxi has made great contributions to the Chinese revolution. Chairman Mao stayed in northern Shaanxi for 13 years, and Yan'an was called "the foothold and starting point of the Chinese revolution" by the chairman. In the 13 years that the PARTY Central Committee was in Yan'an, a large number of outstanding young people in the northwest base areas were trained as good party cadres and played a huge role in national construction after the founding of the People's Republic of China. Bai Ji Nian, who was the secretary of the Shaanxi Provincial Party Committee, is one of them.
The name Bai Ji Nian may be very unfamiliar to many people, but Lu Yao's "Ordinary World" has been seen by many people, and there is a provincial party secretary Qiao Bonian with a distinct personality and a lot of good things for the people, and his prototype is Bai Ji Nian.
In January 1926, Bai Ji Nian was born in a well-off family in Baijiagou, Suide, Shaanxi Province, and his grandfather was engaged in business to support the whole family. His uncle studied in France and his father studied at Peking University. From the xiaobai era, he received a good education and progressive thinking, and often listened to his father talk about the dangerous situation in the country at that time.
On December 12, 1936, Zhang Xueliang and Yang Hucheng launched the "Xi'an Incident" to force Chiang Kai-shek to resist Japan. After the peaceful settlement of the Xi'an Incident, the Government of the Shaanxi-Gansu-Ningxia Border Region was established, and the Eighth Route Army came to the Suide area. Bai Jinian, who was studying at suide Normal School, came into contact with the Communist Party's anti-Japanese and national salvation ideas, met the Eighth Route Army for the first time, and was very envious of those students who graduated from the Anti-Japanese University and rushed to the front.
In the spring of 1939, Bai Ji Nian, who had just passed his 13th birthday, bid farewell to his parents and came to Yan'an, which was the place where progressive young people in the country aspired to realize their ambitions, and Bai Ji Nian was no exception. Due to his young age, he could not join the army and studied at the Yan'an Border District Middle School and the Normal School. During his normal studies in the border area, he participated in the work of cultivating land organized by the school while studying, and learned in detail about the life of rural peasants, which also gave him first-hand information for organizing rural reform in Shaanxi in the future.
In addition, he actively participated in activities organized by the border areas such as anti-rape and extermination, support for the army and support for the border, and resettlement, and actively participated in work practice. After graduation, Bai Ji Nian was assigned to Gaojiagou in Jingbian County as a primary school teacher, and he kept the concept of serving the vast number of ordinary people in mind. Because of his high academic qualifications and honest loyalty, he was quickly selected to work in the local government, and successively served as a section member of the Trilateral Special Office of the Shaanxi-Gansu-Ningxia Border Region, the chief of the Civil Affairs Section of Wuqi County, and the director of the Preparatory Committee of the Trilateral Sub-district of the China New Democratic Youth League.
In early April 1949, the first national congress of the Chinese New Democratic Youth League was held in Beiping, attended by Bai Ji Nian and more than 30 Shaanxi delegates. At the meeting, he met with Chairman Mao, Zhu De, and other revolutionary leaders of the older generation and listened to the report made by Ren Bishi. After his return, the Northwest Working Committee of the Youth League was established in Xi'an, and Bai Ji Nian served as the head of the organization section, and since then, he has been responsible for youth work. In May 1953, at the age of 27, Bai Ji Nian served as the first deputy secretary of the Shaanxi Provincial Party Committee of the Youth League, the youngest departmental-level cadre in Shaanxi Province at that time. In July 1955, he was appointed as the first secretary of the Shaanxi Provincial Committee of the Youth League.
When Bai Ji Nian was working in the Shaanxi Provincial Committee of the Youth League, he proposed that "the leading cadres of the Youth League should not be young officials, but should be friends with young people, and they should mingle with young people as ordinary laborers." At that time, everyone affectionately called him "Lao Bai", until he became the secretary of the provincial party committee, and many colleagues and cadres and masses of the same period also called him that.
At the end of 1959, Bai Ji Nian served as the deputy director of the Rural Work Department of the Shaanxi Provincial Party Committee and the deputy director of the Rural Political Department of the Provincial Party Committee. The following year, at the age of 34, he was diagnosed with cancer, and from then until his death, he underwent six major surgeries. In 1961, the first time he had bowel cancer surgery, the doctor predicted that he would only live for two or three years, but in 1964, he was in good physical condition, and in 1974, he went to re-examine, and he was actually well, and the doctors said that this was a miracle. In 2004, bai Jinian, who was nearly 80 years old, underwent extensive gastric resection surgery for stomach cancer, but still lived to the age of nearly 90.
In addition to dealing with youth work, another part of Bai Ji Nian's life was agricultural work, which lasted for 25 years. Since October 1977, he has successively served as the director of the Shaanxi Agricultural Bureau, the director of the Rural Work Department, the vice governor in charge of agriculture, and the party secretary of the Northwest Agricultural College. During his tenure, he led the rural reform of Shaanxi. At that time, many people did not understand the great significance of the household contract responsibility system, and he strongly criticized this part of the people for being rigid and passive. Since then, the rural areas have carried out production in full swing in the rural areas of Shaanxi, and the enthusiasm of the vast number of peasants in growing grain has been fully mobilized.
One of Bai Ji Nian's most famous identities is that he was the first provincial party secretary to be elected by democratic election since our party came to power. In May 1984, Ma Wenrui, former secretary of the provincial party committee, was appointed vice chairman of the National Committee of the Chinese People's Political Consultative Conference. There were different opinions on the understanding of who would succeed him in this post, and in the end the Central Committee decided that the Shaanxi Provincial Party Committee should adopt the method of democratic recommendation to select the principal responsible persons of the Provincial Party Committee.
The meeting was held for more than ten days, and after four rounds of screening, Bai Ji nian received more than 130 votes, which has always been the most from the first round to the fourth round. After the Shaanxi Provincial Party Committee telegraphed to the central government, the central government agreed to appoint Bai Ji Nian from the vice governor directly as the secretary of the provincial party committee, and at the age of 58, he became a well-known figure at home and abroad.
In 1987, the first issue of Yan'an Literature Magazine published Lu Yao's "The Newly Appointed Secretary of the Provincial Party Committee", and the first and second chapters of the second part of "Ordinary World" also came from this article. Lu Yao once said such a thing, one night, he was writing the key point of the plot of the novel, and suddenly the provincial writers association blackout. He called the Provincial Party Committee Office in a fit of rage. Unexpectedly, Bai Ji Nian immediately instructed the relevant power leaders: "Writers are engineers who save souls, and they can't cut off power!" After a few minutes, Lu Yao's desk lamp came on.
In August 1987, Bai Ji Nian stepped down as secretary of the Shaanxi Provincial Party Committee, and was then elected as a standing committee member of the National Committee of the Chinese People's Political Consultative Conference, leaving in February 2005. On January 15, 2015, Bai Ji Nian died in Xi'an at the age of 89. Many commentators have expressed their affection for the masses of the people, are full of enthusiasm for the cause of reform, opening up, and modernization, have no shelf, dare to speak bluntly, do not like to pander, and are a civilian secretary who can mingle with the masses.
