Tian Heyou said that Jining is the city through which the canal flows the longest, and is known as the "water ridge of the canal" and the "capital of the canal". Historically, Jining was built because of the canal and prospered because of the canal, and the highest institution that managed the canal in the Yuan, Ming, and Qing dynasties, the "River Governor's Office", was located in Jining. Nowadays, Jining's shipping capacity ranks first among the 12 port cities along the canal, and it is one of the 6 key construction ports of the Beijing-Hangzhou Canal determined by the state. In recent years, Jining has continued to amplify the advantages of the "golden waterway", established the Jining Port and Shipping Group, made every effort to build a first-class inland shipping system in the country, and strived to build an inland shipping center in northern China.

The first is to promote infrastructure optimization with "big ports". In accordance with the development goal of "laying out large ports, developing large logistics, and cultivating large industries", we will do a better and stronger job in port and waterways and other port and shipping infrastructure. In terms of ports, on April 9 this year, the public railway-water multimodal transport of Liangshan Port was officially opened, marking the connection between the Wari Railway, the heavy-duty coal transport railway channel between China's east and west, and the Beijing-Hangzhou Canal, becoming an important hub for leading the navigation river, connecting the river to the sea, and radiating the whole country; Coal is transported through the Wari Railway to Liangshan Port directly loaded with inland river freighters, and the Beijing-Hangzhou Canal is taken from Zhenjiang to the Yangtze River, saving 50 to 60 yuan per ton of transportation costs. Since the beginning of this year, Liangshan Port has achieved a throughput of 11.73 million tons (5.8447 million tons of collection ports and 5.8832 million tons of dredging ports), with an average of 40,000 tons per day, saving nearly 40 million yuan in logistics costs (since the opening of navigation, 1605 ships have been loaded for a total of 1.3645 million tons).

In September this year, jining port to Wuhan, Taicang (Shanghai), Nanjing, Huai'an, Lianyungang fixed-frequency container routes were opened, up to Taicang in 5 days and to Wuhan in 10 days. Through inland water transport, the transportation cost has been greatly reduced, and the comprehensive cost of container inland water transport to Wuhan is only one-third of that of road transport.

At the same time, Jining took the initiative to benchmark large ports such as Qingdao Port, focusing on promoting the construction of large-scale modern ports of more than 10 million tons such as Jeju Port and Longgong Port, and striving for 3 to 5 years, and the throughput capacity of Jining Port reached 100 million tons. In terms of waterways, we will accelerate the promotion of projects such as the "three changes to two" and the upgrading of branch waterways in the main waterways in Huxi, and build an inland waterway network of "one trunk, two lines and twelve branches". At present, the main channel south of Jining of the Beijing-Hangzhou Canal has reached the secondary navigation standard (2,000 tons of navigable ships).

The second is to achieve the coordinated development of the port industry city with "great integration". In accordance with the development pattern of "promoting production with Hong Kong, integrating Hong Kong and industry, coordinating between hong kong and city, and interacting with industry and city", we will vigorously develop the operation mode of "iron-water intermodal transport + port + industry + park". It is planned to build ten major port-industry integration zones such as the main city port area, Liangshan port area and Weishan port area, relying on port functions, laying out high-end equipment manufacturing, food processing, commodity trade and information services and other industries, creating a canal logistics characteristic core area, an advanced manufacturing agglomeration area, a new and old kinetic energy conversion pilot area, and building a canal logistics industrial belt. At present, industrial parks such as Jiangbei Grain Logistics Park and Steel Logistics Processing Base have been built around the port.

The third is to lead the construction of smart ports and shipping with "big data". In accordance with the requirements of "green, intelligent and standardized", accelerate the construction of smart canal logistics, promote the transformation of digital waterways, plan and build a smart port and shipping platform and a canal logistics big data platform, and strive to create a regional canal logistics information highland. Support port enterprises to cooperate with China Commerce & Commerce Group, China Shipbuilding, Wuhan University of Technology, etc., promote the promotion and application of information technologies such as the Internet of Things and big data in the port and shipping logistics industry, improve logistics efficiency, reduce transportation costs, and improve service quality. At present, the first phase of the smart port and shipping big data service platform of Jining Port and Shipping Group has been completed and put into use, realizing the closed-loop control of port safety and environmental protection, real-time monitoring of storage and throughput status, and real-time tracking of ship vehicle location.

Tian Heyou said that in the next step, Jining will rely on the Beijing-Hangzhou Canal and go all out to do a good job in the big article of "Jining Port and Navigation" and make Jining contributions to the national Grand Canal strategy.
