Comrade Chen Hongchang, an outstanding member of the Communist Party of China, former deputy director of the Jiangsu Provincial Economic System Reform Commission, deputy secretary of the party leading group (at the level of the main department), and retired cadre, died in Changzhou at the age of 87 at 8:58 on August 15, 2019 due to ineffective medical treatment.
In the mid-1980s, Chen Hongchang served as the mayor of Changzhou. He worked in Changzhou for nearly forty years after joining the work force in 1949.
I first met the old mayor Chen Hongchang, or in early 2015, at the invitation of the "Liu Guojun Research" magazine, I went to interview and asked the old mayor to talk about Liu Guojun in his eyes. Later, I had the privilege of learning from the old mayor, and in the past five years, I have benefited greatly from his preaching, teaching, and solving puzzles.

Chen Hongchang, 83 years old, has a childlike appearance.
At the age of 16, he entered Dacheng Factory as an artist apprentice for 3 years, participated in the party's underground struggle earlier, entered the organ after liberation, and at the age of 19, he was assigned to the Xinyi Wool Spinning Factory as a factory director, becoming the first local state-owned factory director of Changzhou City where the worker was born. In the early 1950s, he entered Chinese University and graduated from the Department of Industrial Economics.
Starting from the so-called "Whampoa Military Academy" in the textile industry, from the worker, factory director, director, to the leader of the foreign aid professional and technical team and the director of the Economic Committee, he was elected as the mayor of Changzhou, and then transferred to the deputy director of the Jiangsu Provincial Structural Reform Commission until he left.
During this period, he served as the president of the Provincial Structural Reform Research Association, the vice president of the China Structural Reform Research Association, and retired from the society at the end of 2014, and was hired as a senior senior expert to continue to serve the society.
Along the way, Chen Hongchang's rich experience, strong learning ability, deep global vision and decision-making ability have always been proportional to age.

It was a Saturday morning, an interview around "Liu Guojun", in Chen Hongchang's studio.
Time suddenly pulled back to half a century ago, familiar and strange mixed, the story pieces that have been precipitated by the years, like the golden pieces of the sun on a spring afternoon, with texture, warm and shining.
"I was one of the first artists to enter Dacheng, deeply influenced by Dacheng education, participated in the party's underground struggle earlier, greeted the People's Liberation Army to cross the river and protect the factory, and was a witness and participant in the establishment of a new regime."
In 1947, Chen Hongchang was only 16 years old when he went to Dacheng No. 3 Factory as an apprentice. "We were the first apprentices recruited in the factory, living in a dormitory, working during the day and training classes at night."
The factory is very strict about the management of apprentices, not allowed to grow long hair, all shaved heads; not allowed to fall in love, casually talk to women; not allowed to casually take leave to go home, letter exchanges should also be checked and managed, very strict.
According to him, the management of the factory is divided into two systems: one is the general affairs system, including general affairs, finance, etc., which belongs to the administrative clerical personnel; the other is the public works system, including the production workshop, technical management and other engineering and technical personnel; both of the above are personnel belonging to the management. The governing body is quite streamlined, and the management attaches considerable importance to quality and skills.
Liu Guojun has formed his own unique training mechanism and system over the years: the technical work adopts the "apprentice" that is, the apprentice mechanism, the skilled work adopts the "cultivation worker", that is, the female mature worker mechanism, and the management staff adopts the "trainee" mechanism, forming a three-level hierarchical training system.

"The national elders attach great importance to the cultivation of their own technical backbone team, and the education and training management of the workforce is also very strict, and at the same time, there is a situation of disparity in the treatment of employees, especially between staff management and workers, forming internal contradictions."
Chen Hongchang recalled that the meal was also divided into grades: the staff sat at the round table, the male worker sat at the square table, and the female worker sat at the long table; there was also a difference between the bowls used, the staff were gold-rimmed bowls, the male workers were porcelain bowls, and the female workers were bamboo bowls or pottery bowls; even the chopsticks were different, the staff used silver chopsticks or ivory chopsticks, the male workers used square chopsticks, and the female workers used round chopsticks; as for the quantity and quality of meals, the disparity was even greater.
After the People's Liberation Army crossed the river, Chen Hongchang became one of the main members of the factory protection committee, protecting the workers and the property in the factory through the protection of the factory. At that time, the workers had not been paid for three months, and coupled with rumors about the Communist Party, the workers, especially the female workers, had to leave.
"On the one hand, we do a good job in the ideological work of workers, and on the other hand, we use the release to solve the problem of wage arrears, so as to stabilize emotions and do a good job in protecting the factory."
After the liberation of the river crossing, Chen Hongchang left the factory in July to work in the Organization Department of the Changzhou Municipal CPC Committee, joined the Communist Party in August, and in September participated in the training class held by the Changzhou Prefectural Committee of the CPC with the content of the whole party, rectified the underground party in southern Jiangsu, and truly became a proletarian revolutionary fighter.

Talking about Liu Guojun's entrepreneurship, Chen Hongchang said that the Liu family is a stable type, attaches importance to industry to save the country, and starts a business; while the Rong family (Rong Yiren) is different, in addition to industry, it attaches more importance to the financial role of banks and makes the scale of the enterprise larger.
As far as Chen Hongchang's assessment of the personal assets of the Liu and Rong families is concerned, he believes that the personal assets of the Liu family exceed the personal assets of the Rong family. However, from the perspective of the total asset scale of the enterprise, the Rongjia surpasses the Liu family, which shows that the Rongjia is good at capital operation, and the effect of making full use of bank financial capital and currency is obvious.
Chen Hongchang believed that Liu Guojun was perceptive, wise, patriotic, a social activist, and later became the vice governor of Jiangsu Province.
"The directors of Dacheng No. 1, 23 factories are all cultivated by Liu Guojun from the grassroots level."
In 1962, Liu Guojun donated 100,000 yuan to establish the private Changzhou Qinye Mechanical and Electrical School, which was later the Changzhou Radio Industry School.
The dream of Liu Run Vocational School was realized by his children, and his daughter Liu Biru, son-in-law Zha Jimin and other relatives donated 1.1 million US dollars as a fund, and the annual interest funded the establishment of Changzhou Liu Guojun Vocational Education Center (now Changzhou Liu Guojun and other vocational and technical schools).

"Although the vocational middle school was established after Liu Guojun's death, he proposed as early as 1942 that 'Chinese education is a lifetime education', emphasizing that people are the most critical factor in enterprises, especially the quality of workers, and behind talents is education and training."
Throughout the interview, Chen Hongchang repeatedly stressed, "Liu Guojun is a well-deserved industrial educator. I think what should be studied and studied most now is his lifelong industrial education concept. ”
Chen Hongchang told the story of 3 factory directors, all of which were cultivated by Liu Guojun himself from the grassroots level.
1. Shen Qicheng of Dacheng No.1 Factory is a factory director with an apprentice background, and when he was an engineer, he was selected by Liu Guojun to be sent abroad for training, setting an example among workers.
2. Chen Jun, the director of Dacheng No.2 Factory, graduated from Nantong Textile College, a technician, and was later sent by Liu Guojun to study in the UK to learn dyeing. After returning to China, he took on a heavy responsibility.
3. Miao Jiasan, the director of Dacheng No.3 Factory, is a brother with Chen Jun, and was photographed by Liu Guojun during his internship, arranging for him to go from spinning to weaving, one process after another, working with workers and familiar with machine performance. Two years later, when Liu Guojun founded the Shanghai Anda Spinning Factory, Miao Jiasan took on a heavy responsibility. Later, Liu Guojun visited the United States, and Miao accompanied him, both as a translator and responsible for purchasing textile machines. After returning to China, Miao Jiasan served as the director of Dacheng No. 3 Factory and became Liu Guojun's right-hand man.
"How inspiring it is to train factory directors from among employees, role models are around, and education changes destiny."
Chen Hongchang pointed out that Liu Guojun himself has studied lifelong, sought talents and thirst, and has habitually strengthened the moral character and vocational skills education of employees, and in just a few years, he has cultivated a strong technical management force of Dacheng.com.

Liu Guojun is not only historical. What Liu Guojun gave to Changzhou was not just Dacheng.

What Liu Guojun left for Changzhou was not only material wealth, but also spiritual wealth. From Dacheng Factory, the "Whampoa Military Academy" that cultivates textile talents, not only has many technical experts in the textile industry and national labor models, but also a number of provincial and municipal bureau leaders, Chen Hongchang is also one of them, and it is also a model of lifelong learning.
