The "Reply" makes it clear that judges and procurators must not serve as people's assessors for two years after they leave the people's courts or people's procuratorates. After a judge leaves the people's court and has worked in a basic level people's court, he must not serve as a people's assessor in the basic level people's court where he originally served; after procurators leave the people's procuratorate and have worked in the basic level people's procuratorate, they must not serve as people's assessors in the people's court at the same level or jurisdiction as the basic level people's procuratorate where they originally served.
The "Reply" details that citizens must not serve as people's assessors during the period when they are included in the list of judgment defaulters. After the people's courts revoke or delete information on untrustworthiness, citizens who meet the legally-prescribed requirements may serve as people's assessors.
Judging from the investigation and investigation, some localities regard "people's assessors" as "people's mediators," and some localities allow people's assessors to participate in many tasks such as enforcement, service, resolution of petitions, discipline enforcement, supervision, and rule of law publicity.
