I. Fully implement the "safety supervisor" stationing mechanism. For coal, steel, cement, concrete, sand, earth and other cargo loading places, as well as logistics parks, freight factories (stations), port terminals, the implementation of the factory (station) safety supervisor stationing mechanism. Key cargo source enterprises with an annual freight volume of more than 200,000 tons must install weighing and video supervision equipment, and network with the freight control information platform at or above the county level to ensure the normal operation of the equipment, and the people's government of the county and urban area (including the park) will send people to stay permanently and the transportation department will supervise; the source enterprise of the goods with an annual freight volume of less than 200,000 tons shall be permanently stationed by the township (street) of the territory and supervised by the transportation department.

Second, fully implement the "three musts" check link. All counties and urban areas (including parks) should supervise and urge the source enterprises of goods to implement the main responsibility of the super-treatment, and all of them should be included in supervision. Freight vehicles entering and leaving source enterprises, logistics parks, freight factories (farms), and port terminals such as goods loading places should resolutely implement the "three musts", that is, they must resolutely prevent non-compliant vehicles from entering the factory (field); they must load and load goods according to the standard and implement the factory (field) measurement and testing, and the relevant video surveillance records must be kept for at least 1 month; they must be signed by the safety supervisor before they can leave the factory (field).

Third, comprehensively rectify the "concrete" transportation market. Carry out a 2-month "Qingba" special rectification action for concrete enterprises and their transport vehicles throughout the city.

Where a concrete mixer truck has a fatal traffic accident, the Housing and Urban-Rural Development Bureau shall order the enterprise to suspend business for rectification for 1 month in accordance with the law, the administrative law enforcement bureau shall revoke the vehicle road transport certificate in accordance with the law, the public security bureau shall take compulsory measures against the driver in accordance with the law, and the emergency management bureau shall pursue the responsibility of the legal person and management personnel of the enterprise in accordance with the law; if two (including) or one larger or more deceased traffic accident occurs in the same transport enterprise within the same year, the housing and urban-rural development bureau and the relevant departments will force the enterprise to withdraw from the concrete transportation market.

Fourth, comprehensively rectify the order of "muck" transportation. Carry out a 2-month special rectification action of "slag rectification" for muck enterprises and their transport vehicles throughout the city.

Where a traffic accident occurs in a muck truck, the Chengguan Law Enforcement Bureau shall order the enterprise to suspend business for rectification for 1 month in accordance with the law, the Administrative Law Enforcement Bureau shall revoke the vehicle road transport certificate in accordance with the law, the Public Security Bureau shall take compulsory measures against the driver in accordance with the law, and the Emergency Management Bureau shall pursue the responsibility of the legal person and management personnel of the enterprise in accordance with the law; if two (including) or one or more deceased traffic accidents occur in the same transport enterprise within the same year, the Chengguan Law Enforcement Bureau will force the enterprise to withdraw from the muck transport market in conjunction with the relevant departments.

V. Comprehensively rectify the chaos of "problem school bus" transportation. All counties and municipalities should resolutely implement the construction of temporary stops for school buses and normalized safety inspections, so as to achieve "six nevers allowed", that is, never allow unqualified drivers to drive school buses, never allow unqualified school buses to run "with diseases", never allow overcrowded school buses and "black school buses" to drive on the road, never allow school bus drivers and occupants not to wear seat belts, never allow school buses not to drive according to the prescribed routes, and never allow school buses to speed.

Where a school bus traffic accident occurs, the school bus office shall order the enterprise to stop business for rectification for one month in accordance with the law, revoke the school bus license in accordance with the law, and the public security bureau shall take compulsory measures against the driver in accordance with the law, and the emergency management bureau shall pursue the responsibility of the legal person and management personnel of the enterprise in accordance with the law; if two (including) or one or more deceased traffic accidents occur in the same transportation enterprise within the same year, the school bus office and the relevant departments will force the enterprise to withdraw from the school bus transportation market, causing serious consequences, and criminal responsibility will be investigated.

Sixth, comprehensively launch a thunder storm of "curing beyond the limit of governance". Go all out to carry out special actions to deal with the over-limit of the road, and the county and urban highway over-limit detection stations should resolutely implement the "six uniforms", that is, all trucks that pass through the station should enter the station and be overweighted; all over-limit and overloaded illegal trucks should be severely punished and unloaded and ordered to return to their original state; all the "100-ton kings" investigated and punished should implement the "one super-four investigations" and trace the responsibility of the source enterprises, illegal modification enterprises, transportation enterprises, and over-limit stations passing through counties and urban areas; all freight vehicles and drivers who have illegally exceeded the limit and overloaded transportation more than 3 times (inclusive) within a year. All are included in the blacklist and revoked in accordance with the law Vehicle Operation Certificate and Professional Qualification Certificate; where the source enterprise of the goods discovers more than 30% of the illegal acts of overloading more than 3 times in a year, the territorial government will order it to stop business for rectification, and all those who refuse to rectify will be shut down; where the freight vehicles transported by road transport enterprises that illegally exceed the limit within 1 year exceed 10% of the total number of freight vehicles of the unit, they will be included in the list of key supervision enterprises, and relevant measures will be taken according to law until the business license is revoked.

Seventh, comprehensively promote the "hat wearing project" to improve quality and excellence. All counties and urban areas (including parks) should continue to promote the special action of "hat wearing project", and the helmet wearing rate of road motorcycle riders in urban areas has reached more than 90%, the helmet wearing rate of county and city urban roads has reached more than 85%, the wearing rate of ordinary highway helmets has reached more than 80%, and the helmet wearing rate of the express delivery delivery industry has reached more than 95%. Commercial grain and emergency departments should implement the measures of "cutting off oil and cutting off repairs" for unlicensed and unlicensed motorcycles without helmets; the industrial and information technology and market supervision departments should investigate the source of production and sales, ban and seal unlicensed production and sales enterprises, punish enterprises (stores) or individuals that produce and sell motorcycles and electric bicycles that exceed the scope and illegal non-standard (including those that have not obtained 3C certification), and deceive and induce consumers to buy by false publicity; and supervise the implementation of production and sales with helmets; education departments should urge school kindergartens to improve the "home-school police" co-governance mechanism. Strengthen helmet inspection records and persuasion education at the entrance of schools; postal administration departments should urge express delivery and other operating enterprises to implement the main responsibility for traffic safety and ensure that riders wear helmets in a standardized manner; urban management departments should urge shared electric vehicle platform enterprises to provide helmets with vehicles and check and improve them in a timely manner.

Where there is one (or more) traffic accident involving a motorcycle or electric vehicle rider without a helmet in a village group (community) during the year, the main responsible person in charge of the village group (community) shall be investigated for responsibility in accordance with discipline and regulations; where there are 2 (including) or more fatal traffic accidents involving motorcycles and electric vehicle riders without wearing helmets in the township (street) during the year, the responsible person in charge of the township (street) shall be investigated for responsibility in accordance with discipline and regulations.

Eighth, fully implement the "two stations and two members" entity operation. All counties and urban areas (including parks) must resolutely implement the "eight in place" of two stations and two members, that is, the organization and leadership must be in place, the financial guarantee must be in place, the construction of "two stations" must be in place, the "two members" configuration must be in place, the investigation of hidden dangers must be in place, the information collection and entry must be in place, the traffic safety persuasion "seven must be in place", and the traffic safety publicity must be in place.

9. Comprehensively manage the "umbrella" interest chain of the transportation market. Whoever provides an umbrella for the illegal operation of goods, illegal modification source enterprises, or transportation enterprises, or collects overloaded "monthly passes", participates in the operation of shares, and deliberately interferes, obstructs, or undermines supervision and inspection, shall be reported to the supervision department of the Discipline Inspection Commission for filing a case, and strictly and severely investigated and punished according to law.

X. Comprehensive accountability for "hidden danger clearance" perfunctory responsibility behavior. Where the relevant departments at the higher level and the municipal party committee and the municipal government deploy and supervise the traffic problem rectification work that is not effectively promoted, or the rectification of major risks and hidden dangers is not in place within the time limit, or deliberately lies, conceals, delays, maliciously deletes and corrects the data, perfunctorily conceals responsibility, or refuses to rectify, the responsibility is to be pursued in strict accordance with the "Hengyang City Road Traffic Safety Management Responsibility Investigation Measures".
