During the twenty years when Emperor Shun of Han became emperor, the state was governed by eunuchs and foreign relatives colluding with each other and taking turns to govern, many of whom acted arbitrarily and arbitrarily, all for personal gain, making the politics of the Eastern Han Dynasty more and more corrupt.
