The 2021 Shanghai Urban Space Art Season Minhang Meilong Exhibition Area was officially opened today (30th). With the theme of "Meilong Butterfly Change, Give Nong a 'New Reason' to Rejoice in Shanghai", the exhibition area will take Meilong Libo 1987 Creative Park and Yimei Courtyard as the main venues of this exhibition area, through exhibitions, performances, forums and other forms, display the practice cases of "15-minute Community Life Circle", expound the concept, connotation and method of "Community Life Circle" to the public, share the construction experience and results of "15-minute Community Life Circle" in Meilong Town, and convey the new development pattern of Meilong Town's comprehensive implementation of "Rise of the Central Region". Together with the public, we look forward to the future town that integrates "humanities, beauty, happiness", "livability, businessability, and industry", "wisdom, science and technology, innovation", "green, ecology and health".
15-minute "Shanghai Declaration" of the Community Life Circle
Livable, workable, travelable, learnable, and nurturing are beautiful visions within a 15-minute journey. Convenience, safety, green, health, comfort and friendliness are the origin of a good life.
In October 2014, Shanghai put forward the concept of "15-minute community life circle" at the first World Cities Day Forum, which has become an important starting point for practicing the concept of "People's City" and the key to Shanghai's urban transformation and urban soft power. Through the years of exploration and practice of the "15-minute community life circle", the people can deeply participate in community construction, share the results of community development, and achieve the overall improvement of community governance system and governance capabilities.
In Shanghai, 15 minutes is not only a time and space ruler, but also a scale for residents' "happiness" and "sense of gain". In the community life circle with a radius of 15 minutes on foot, you can not only solve the daily life needs such as grocery shopping, eating, shopping, and minor repairs, but also complete the needs of people's livelihood such as medical social security and pension services, and can enjoy ecological leisure, art experience, sports and other life supporting services, and gain more comfort and quality.
15-minute "Minhang Practice" of the Community Life Circle
All along, Minhang District has been actively publicizing and carrying out the pilot work of "15-minute community life circle" action planning.
To build a 15-minute community life circle——
Minhang District took the lead in promoting the construction of "neighborhood centers". At present, more than 100 "neighborhood centers" have been built, and residents can enjoy one-stop comprehensive services such as medical and health, life services, cultural and sports education, and public welfare mutual assistance nearby, so that the people can get more and more visible and tangible benefits.
Minhang District focuses on promoting the improvement of the ecological environment. The per capita park green area in the district has exceeded 10.5 square meters, which is higher than the city's average. In the city, it took the lead in launching the fourth phase of the Suzhou Creek Environmental Comprehensive Improvement Project, promoted the "river chief rule" with the "river chief system", and was rated as the national river and lake management and protection system mechanism innovation demonstration zone.
Minhang District actively explores the "combination of body and green" model. Through the compound utilization of pocket parks, riverside green spaces, urban green spaces and other existing spaces to meet the fitness needs of citizens of all ages and at multiple levels, the total area of sports in the district has reached more than 5.2 million square meters.
In terms of pension, Minhang is also at the forefront of the city, the current pension beds in the district have exceeded 15,000, the number of beds per 100 elderly people has exceeded 4.12, and 57 comprehensive service centers for the elderly, 36 day care centers, and 401 activity rooms for the elderly have been built.
Under the guidance of the 15-minute community life circle, all streets and towns in Minhang District are steadily implementing the construction of residence, employment, travel, service, leisure, etc., so that the planning, construction and management of the community reflect more warmth, and realize the "livable, suitable for work, suitable for travel, suitable for learning, suitable for raising" living circle with strong accessibility, accurate service, complex functions, open and safe.
15-minute "Meilong Model" of Community Life Circle
Meilong, as the "forerunner" of the city's 15-minute life circle pilot work, for more than two years, the Minhang District Planning and Resources Bureau has led Meilong Town to continuously promote the implementation of projects to improve people's livelihood, enhance environmental quality and optimize resource layout on the basis of the completion of the action plan, and the results of the planning have initially emerged.
Through the preliminary investigation of 23 communities, interviewing residents, properties, neighborhood committees and functional departments, Meilong "grasped the pain points" and "plastic highlights", "tailored" action plans for the community, fully implemented the renewal demands, and promoted the project to fully guarantee the implementation of the plan. Focusing on eight major actions such as settlement transformation, good-neighborly construction, green life transformation, and waterfront improvement, a list of 89 tasks for community life circles was determined:
l More comfortable living space: accurate configuration and quality improvement in the north of the pilot area, small and micro updates and livable life in the east, perfect configuration and fine management in the west, and renovation and integration and sharing in the south.
l More ecological blue-green space: By improving the protective green space and implanting small and micro spaces, the park green space is increased to achieve full coverage in 5 minutes. Add trails, clear obstacles, breakpoints, and run through the waterfront walking system.
More convenient community services: a number of neighborhood centers will be renovated and added, and some old neighborhood centers will be added to day care centers, community schools and other functions. According to the needs of residents, some facilities such as outdoor fitness points, outdoor children's playgrounds, express delivery cabinets, etc. will also be configured.
l More dynamic traffic travel: build a road network system of "urban trunk roads - branch roads - channels", and build a "four horizontal and five vertical" dynamic street.
l Closer employment space: Combined with old factories, create green space + cultural and creative space. Create creative community humanistic and artistic spaces and small cultural parks, and through various forms of exhibitions and activities, display the characteristics, stories, culture, living habits, traditions, etc. in the district, and establish a sense of community belonging and identity of residents.
In the next 1 month, the Minhang Meilong Exhibition Area will launch a series of theme exhibitions and colorful activities of "15 Minutes Community Life Circle", inviting community residents to participate in it and light up the "small luck" of life.
