Chen Yonggui, also known as Chen Yougui, was born into a poor peasant family in Zhuping Town, Huaping County, and joined the Communist Party of China in 1927. On March 16, 1949, Chen Yonggui and Ding Zhiping organized and led the Huaping Revolutionary Armed Uprising and formed the "Chinese People's Liberation Army Yunnan West Column", Chen Yonggui served as the deputy director of the Political Department, and Ding Zhiping led part of the team to fight in Huaping, Dayao, Yuanmou, Yongren and other places.
