Especially in the equipment manufacturing industry, Xiangtan City took the lead in implementing the "golden and blue collar" training project, which was paid by the talent work department and given a training subsidy of 4,000-5,000 yuan / person according to the type of training occupation. In recent years, all levels and departments, enterprises, and technical (vocational) colleges and universities in Xiangtan City have actively created opportunities for young "small craftsmen" to "go out of the circle", and held various vocational and employee skill competitions such as "mushrooming after the rain", resulting in more than 200 "Xiangtan City Technical Experts". Since 2016, a total of 8 players in the city have won the first prize in the national skill competition, and 26 players have won the first prize in the provincial skill competition, once again polishing the golden signboard of "Xiangtan Craftsman".

On the other hand, Xiangtan City strives to guide and improve the training, use, evaluation and incentive system of skilled talents, and skilled talents have economic security, development space and social status. Jiang Bo, who won the first prize in the staff group of the 2018 China Skills Competition and the Second National Intelligent Manufacturing Application Technology Skills Competition, was deeply touched by this. Due to the good results achieved in this competition, he was awarded the honorary title of "National Technical Expert", and was directly identified as a professional engineer of automatic control in 2020, becoming one of the first batch of skilled talents in Xiangtan to directly identify professional intermediate titles.

"In the past, everyone generally felt that professional talents were superior to our skilled talents." Jiang Bo said that it is mainly because the "threshold" for the two to enter is different, the former is mostly undergraduate and graduate students, and the latter are more graduates of secondary schools and technical schools. Therefore, before opening up the mutual evaluation channel between the two types of talents, skilled talents rarely have the "qualifications" to become professional talents.

In order to better let the two types of talents have a greater sense of belonging and a sense of glory, at the beginning of 2020, Xiangtan City promoted at a high level, issued the "Notice on Deepening the Implementation Opinions on deepening the Reform of the Professional Title System" and "Implementation Opinions on Further Doing a Good Job in the Evaluation of Professional and Technical Qualifications in Private Enterprises" and other documents, clearly opening up the career development channel for high-skilled talents and engineering and technical talents, and qualified outstanding high-skilled talents can directly identify the middle and senior titles of the corresponding majors.

In the past 10 years, Liu Xinxin has used the self-created "simulation teaching method" and "1+1+1" training mode to insist on teaching skills to welders free of charge, and has trained 540 welders. He has trained 157 welders, 35 technicians and 7 senior technicians. In 2014, XEMC Group established the "Liu Xinxin Studio", which was named "Demonstration Labor Model Innovation Studio" in 2020.
