The "Measures" make it clear that the education administrative departments of local people's governments at or above the county level are responsible for organizing and managing the health examination of primary and secondary school students in their respective regions. The health administrative departments of local people's governments at or above the county level are responsible for organizing and coordinating medical and health institutions within their jurisdiction to undertake health examinations for primary and secondary school students, guiding medical and disease control institutions to strengthen the analysis and utilization of students' health examination data, doing a good job in the prevention and treatment of related diseases, maintaining students' physical health, and promoting school health and health education. Primary and secondary schools are responsible for organizing and implementing health examinations for students in their own schools. Medical and health institutions that carry out health examination services are responsible for cooperating with relevant departments to carry out health examinations for primary and secondary school students.
The "Measures" stipulate that primary and secondary schools organize health examinations for students once a year, and health examination places are set up in medical and health institutions or schools. The health examination items are divided into basic items and optional items. The basic items include morphological index examination, internal examination, surgical examination, entolaryngology examination, eye examination, dental examination and laboratory examination. On the basis of actual conditions and on the basis of guaranteeing basic projects, all localities may appropriately increase the number of selectable projects.
The "Measures" require that, with the informed consent of students and their guardians, the health examination institution shall feedback the results of the student's individual health examination to the school in the form of an individual report form, and the school shall give feedback to the student and his guardian. The health examination institutions feedback the results of the student's health examination to the school and the regional education administrative department in the form of a school summary report and a regional school summary report. Individual report sheets, school summary report sheets and regional school summary report sheets should be provided within the corresponding specified time. The administrative department of education shall establish files and follow up on students with health problems.
The "Measures" also refine and improve the institutional conditions, personnel requirements, place settings and instruments and equipment of health examination institutions, and add content such as quality control and infection management, information management and safety.
