On October 23, the 31st session of the Standing Committee of the 13th National People's Congress voted to pass the Family Education Promotion Law. The Law makes provisions on the promotion of family education in terms of family responsibility, state support, social coordination, and legal responsibility, including clarifying that "minors' parents or other guardians are responsible for implementing family education" and "the state and society provide guidance, support and services for family education"; in response to the "double reduction" policy, it stipulates that "minors' parents or other guardians shall reasonably arrange the time for minors to study, rest, recreation and physical exercise, so as to avoid increasing the burden on minors' learning, Prevent minors from becoming addicted to the Internet"; and in the legal responsibility, it stipulates the legal consequences of not performing family education responsibilities for parents or other guardians, government departments and institutions that are responsible for family education work.

After the release of the relevant information, it quickly caused a heated discussion on the Internet. As of 00:00 on October 28, related events in the Network Public Opinion Monitoring System (TOOM) still ranked 4th in the list of hot events in the past seven days.

After retrieving information through the TOOM public opinion monitoring system in the period from 0:00 on October 18 to 0:00 on October 24, it was found that the high point of public opinion on the topic of family education promotion law appeared on October 23 (see Figure 1).

As can be seen from Figure 1, on October 23 alone, there were 8,840 articles of information on topics related to the Family Education Promotion Act. Among them, Weibo has the most related information, with a total of 4464, accounting for 50.50%. According to the data of the TOOM public opinion monitoring system, from the emotional attributes of the article, as a whole, neutral information is the most, accounting for more than 98%.

At 10:10 on October 23, Xinhua News Agency posted on Weibo [#Authoritative Express#|#Family Education Promotion Law Voted through#]. Subsequently, @People's Daily posted [@All Parents!] #Family Education Promotion Law is coming#], @China Youth Daily posted: #What does the Family Education Promotion Law say #【Focus! #Nine figures take you to understand the family education promotion law #], @ CCTV news post [# national legislation suggests 9 family education methods #], @ unity newspaper unity network article [# family education promotion law # highlight interpretation], triggering many news media and netizens to forward comments, public opinion quickly entered the high point of dissemination, in the new list with "family education promotion law" as the keyword, found that as of 00:00 on the 28th, the amount of information was nearly 17,000.

Up to now, the heat of relevant public opinion has remained at a high position, and many Weibo topics such as "Family Education Promotion Law Voted through", "Family Education Promotion Law Is Coming", "Nine Figures Take You to Read the Family Education Promotion Law", "National Legislation Proposes 9 Family Education Methods", "Family Education Promotion Law" and so on.

Netizens' opinion analysis

Through a summary analysis of the netizens' views [1] on the Weibo topic "The Family Education Promotion Law voted and passed", the author found that the netizens' views mainly have the following categories (see Figure 2):

First, it is pointed out that the work is too busy and there is no time for family education, accounting for about 40% (some comments under this category also have embedded replies, so the specific proportion should be larger than this). Typical netizen comments are as follows:

Recently, the "Family Education Law Promotion Law" voted to pass a matter that caused many netizens to discuss, according to the data of the new list, as of the 28th, nearly 17,000 pieces of information appeared on the Internet. On WeChat, the articles with 100,000 views are mainly interpreted and analyzed by the bill in addition to information release, as well as providing specific suggestions to parents.

For example, the WeChat public account "CCTV News" pushed "the original good tutors, all look like this" shared 20 textbook-level home tutoring clips; "Political Affairs" pushed "Family Education Promotion Law Introduced, in the Future Must Bring Babies in accordance with the Law" analyzed the reasons for family education legislation and its legal name, "family education" concept and the adjustment and modification of the intervention system in the process of deliberation. Weibo's topic of this matter is also mainly related to the above aspects.

For the hot discussion of netizens, the biggest problem raised by netizens is that they are too busy at work and have no time for family education. Whether it is Weibo or WeChat, the comments that parents do not have enough time for family education are almost always the hottest and the most liked.

The author also feels the same way about this, although it is not to say "children, accompany you can not afford to raise you, raise you can not accompany you", but still often in the company of children and career pursuits between the stretch, left and right.

Therefore, follow-up supporting policies can focus on resolving the conflict between parents' work and family, establishing a family-friendly workplace culture and institutional arrangements, such as providing flexible working systems and parent-child leave, etc., and guaranteeing this at the national level, or more by the state rather than the employer to bear the cost.

At the same time, parents should also adjust their priorities and trade-offs appropriately, but the cost of occupational punishment cannot be unconditionally borne by only the female side, otherwise it will further reduce women's willingness to have children. Family education is based on the "family" as a unit, and both parents have their responsibilities and obligations.

In response to the view that parents are not doing enough or doing well, and that they need policy support and supervision of implementation, the Weibo topic "National Legislation Proposes 9 Family Education Methods", and many articles have provided parents with many beneficial and feasible family education methods.

As for supervising parents' compliance with the Family Education Promotion Law, Zang Tiewei, spokesman for the Legislative Affairs Committee of the Standing Committee of the National People's Congress, once said that the second deliberation draft of the Family Education Promotion Law deletes the penalties such as fines and detentions for violating the Family Education Promotion Law, and intends to highlight the state's support and services for family education and avoid excessive interference by public power in the family. That is to say, the Family Education Promotion Law focuses on encouraging policies that provide support and services, rather than punitive policies that highlight supervision and punishment.

In response to the comments on the reluctance to have children, since the introduction of the two-child policy, many supporting policies to encourage fertility have been introduced across the country. In recent years, the state has also issued a series of policies and regulations to promote the healthy growth of minors, from the "double reduction" policy, to the pilot construction of 100 child-friendly cities nationwide, and then to the special legislation on family education this time, to ensure the implementation of family education from the legal level, so as to comprehensively guarantee the healthy growth and talent of minors from families, schools, communities to cities. To a certain extent, these policies are also intended to increase the fertility rate, but it is necessary to pay attention to the implementation process, do not go to the opposite side of the policy.
