On May 9 this year, Qin Guangrong voluntarily surrendered, and on September 26, the State Supervision Commission of the Central Commission for Discipline Inspection announced that Qin Guangrong had been expelled from the party.

Bai Enpei served as secretary of the Yunnan Provincial Party Committee in October 2001. In August 2014, Bai Enpei was investigated.

Bai Enpei, who amassed more than 240 million yuan, was also the first person to be imprisoned for life.

Just from February to April 2017, the 11th Inspection Group of the Central Committee conducted a "review" of Yunnan Province. The inspection group reported that the implementation of political discipline and political rules was not strict, the elimination of Bai Enpei, Qiu He, and other "residual poisons" was not thorough, the relationship between government and business was unclear, and the political ecology was destroyed.

A number of people in the political and business circles in Hunan and Yunnan told China News Weekly that the accident of his son was the last straw that completely crushed Qin Guangrong's psychological defense line.

Zheng Zhijun noted that according to the Party Disciplinary Punishment Regulations and the Supervision Law, voluntary surrender can be lenient. However, in this circular, there is no mention of "lenient or mitigated punishment" or "a recommendation for a mitigated punishment" for him.

On September 23 this year, the Supreme People's Procuratorate announced that Xiang Lili's suspected bribery case would be investigated by the State Supervision Commission and transferred to the procuratorate for review and prosecution. The Supreme People's Procuratorate made an arrest decision against Xiang Lili on suspicion of accepting bribes in accordance with law.
