Dalian Aston English was fined 20,000 yuan for illegally hiring foreigners to work in kindergartens

According to an administrative penalty information published on the credit China (Liaoning) website on October 14, Dalian Jinpu New District Aston Future English Training School Co., Ltd. (hereinafter referred to as "Dalian Aston English") was fined 20,000 yuan by the Dalian Municipal Public Security Bureau Economic and Technological Development Zone Bureau for illegally hiring foreigners and suspected of violating the "Exit-Entry Administration Law of the People's Republic of China".

According to the administrative penalty information, since the beginning of July 2021, Dalian Aston English has illegally hired Cameroonese KIMBI MBANGA CONRAD, and Ghanaian ADARAKWAH DAVID YAW has illegally employed in kindergartens without obtaining employment permits, and has been seized by the public security organs. Pursuant to the third paragraph of Article 80 of the Law of the People's Republic of China on entry-exit administration, the Dalian Municipal Public Security Bureau Economic and Technological Development Zone Bureau imposed a fine of 20,000 yuan on him, and the date of punishment decision was October 10, 2021.

It is understood that article 80 of the Law of the People's Republic of China on exit-entry administration stipulates that foreigners who are illegally employed shall be fined between 5,000 and 20,000 yuan; if the circumstances are serious, they shall be detained for 5 to 15 days and fined not less than 5,000 yuan but not more than 20,000 yuan. Where foreigners are introduced to illegal employment, a fine of 5,000 yuan per illegal person and the total amount does not exceed 50,000 yuan shall be imposed on the individual; the unit shall be fined 5,000 yuan per illegal person, with a total amount not exceeding 100,000 yuan; where there are illegal gains, the illegal gains shall be confiscated. Whoever illegally employs a foreigner shall be fined 10,000 yuan for each person illegally hired, with a total amount not exceeding 100,000 yuan;

According to Tianyan, Dalian Aston English was established in 2020 with a registered capital of 500,000 yuan and is a wholly-owned subsidiary of Beijing Aston Education Consulting Co., Ltd.

Dalian Aston English website said that Aston Future English is a professional English education training school under aston education group, and the first English training school was established in Dalian in 1996, which is the first English training school in Dalian with foreign teachers.

According to Tianyan, Beijing Aston Education Consulting Co., Ltd. was established in 2008 with a registered capital of 5,086,660 yuan, the chairman is David Westnall, and the majority shareholder is Shen Hong (holding 70.77%).
