Recently, the Ministry of Civil Affairs issued an administrative penalty of warning to the Zhou Peiyuan Foundation.
After investigation, the Zhou Peiyuan Foundation is a non-public foundation, and the proportion of public welfare expenditure in 2019 is 5.19%, which violates the provisions of Article 29, Paragraph 1 of the "Regulations on the Administration of Foundations", "The annual expenditure of public fundraising foundations for public welfare undertakings stipulated in the charter shall not be less than 70% of the total income of the previous year; the annual expenditure of non-public foundations for public welfare undertakings stipulated in the charter shall not be less than 8% of the balance of the fund in the previous year". In accordance with item (4) of the first paragraph of article 42 of the Regulations on the Administration of Foundations, the Ministry of Civil Affairs issued an administrative penalty of warning to the Zhou Peiyuan Foundation. At the same time, in accordance with the relevant provisions of the "Measures for the Management of Social Organizations Credit Information", the Ministry of Civil Affairs is to include them in the directory of abnormal social organizations' activities from the date on which the administrative punishment takes effect.
