As one of the series of activities of China-ASEAN sustainable development cooperation, on October 25, the China-ASEAN High-level Forum on Green and Sustainable Development and the 2021 China-ASEAN Forum on Environmental Cooperation were grandly opened in Nanning. On the afternoon of the 25th, Chen Liang, Secretary of the Party Group and Director of the Department of Ecology and Environment of the Autonomous Region, was invited to attend the China-ASEAN Climate Investment and Financing Roundtable Dialogue: Parallel Sub-forum on Climate Resilience and Green and Low-Carbon Development and delivered a speech. Chen Liang said that the first phase of the COP15 conference in Kunming, China, was successfully concluded, and at the time when the whole country was deeply studying and implementing the concept of the earth life community proposed by General Secretary Xi Jinping and the Kunming Declaration, we ushered in the "China-ASEAN High-level Forum on Green and Sustainable Development and the 2021 China-ASEAN Environmental Cooperation Forum". The Parallel Sub-Forum of the Roundtable Dialogue on Climate Investment and Financing is one of the important professional forums of the High-level Forum, with the aim of jointly exchanging climate investment and financing policy measures, sharing experience and achievements, in-depth discussion and exchange, supporting new channels and new ways of climate change, strengthening environmental historical cooperation between China and ASEAN, and jointly seeking innovative measures for regional sustainable development. Chen Liang extended a warm welcome and sincere thanks to all the leaders, guests and colleagues attending the forum.
Chen Liang pointed out that Guangxi is located in the center of the China-ASEAN Free Trade Area, adjacent to Vietnam and other ASEAN countries, with the unique location advantage of "one bay to save eleven countries, benign interaction between the east, the middle and the west", and is an important gateway for China to open up to ASEAN, an important gateway for the organic connection of the 21st Century Maritime Silk Road and the Silk Road Economic Belt. Since the "Thirteenth Five-Year Plan", Guangxi has conscientiously implemented the strategic deployment of the Party Central Committee and the State Council for the construction of ecological civilization and the spirit of General Secretary Xi Jinping's series of important speeches on Guangxi's inspection work, bearing in mind General Secretary Xi Jinping's earnest entrustment that "Guangxi's ecological advantages will not be changed", taking the improvement of ecological environment quality as the core, and going all out to fight the battle against pollution, during the "Thirteenth Five-Year Plan" period, Guangxi has invested about 230 billion yuan in the field of ecological environmental protection, and ecological environmental protection and ecological civilization construction have achieved remarkable results. The quality of the ecological environment continues to improve and remain at the forefront of the country. In 2020, the proportion of days with excellent urban ambient air quality in Guangxi was 97.7%; the proportion of excellent water quality in the surface water assessment sections of 52 countries in the region was 100%; and the water quality status in coastal waters was "excellent". From January to September this year, in the ecological environment quality assessment, Guangxi's urban ambient air quality was 95.1%, and the proportion of excellent surface water quality was 96.4%; in the ranking of surface water quality in cities above the prefecture level in the country, 7 cities in Guangxi entered the top 10, and Liuzhou City ranked first; the proportion of excellent water quality in the coastal waters of beibu Bay was 95.5%, maintaining the forefront of the country for 8 consecutive years.
Chen Liang said that climate investment and financing, as an important part of green finance, also takes model innovation as an important path, and focuses more on guiding and promoting more funds to invest in the field of climate change. In December 2018, with the consent of the State Council, Guangxi's construction of a financial opening gateway to ASEAN was elevated to a national strategy, which is the first provincial-level global financial opening strategy approved by the state since the 19th National Congress of the Communist Party of China, and the only financial opening strategy for ASEAN, reflecting the full trust of the Party Central Committee and the State Council in Guangxi and the great importance attached to Guangxi's financial reform and opening up. In the past three years, Guangxi has actively explored the development of green finance, vigorously promoted the construction of a financial opening gateway for ASEAN and achieved pragmatic results. As of the end of June 2021, the cumulative total amount of cross-border RMB settlement in Guangxi has reached 1.37 trillion yuan, ranking first among 9 border provinces (regions) and 12 western provinces and regions; the balance of green loans increased by 24.1% year-on-year, and the cumulative issuance of green financial bonds exceeded 8 billion yuan; guided financial institutions to innovate and rediscount carbon emission reduction bills by 800 million yuan, supporting carbon emission reduction by 43,000 tons.
In the next step, Guangxi will continue to expand opening up, deepen financial exchanges and cooperation with ASEAN countries, especially to actively build the construction of a new land and sea corridor in the western region proposed by General Secretary Xi Jinping, actively play the guiding role of climate investment and financing, make more social funds invested in green and low-carbon industries and projects, strengthen the backward mechanism of green and low-carbon transformation, and promote the formation of an energy structure, industrial structure, production mode and way of life that mitigates and adapts to climate change, so that the green mountains of Bagui land are always there, green water is long-term, and the air is always new. Li Yonghong, deputy director of the China-ASEAN Environmental Protection Cooperation Center, said that this year marks the 30th anniversary of the establishment of dialogue relations between China and ASEAN, and is also the year of China-ASEAN sustainable development cooperation, and this event focuses on climate resilience and green and low-carbon development, which is of great significance for regional strengthening cooperation, jointly addressing climate change and achieving sustainable development. We hope to take this forum as an opportunity to work together to promote climate resilience and green and low-carbon development between China and ASEAN on the basis of mutual benefit and win-win results, with the strong support and participation of all relevant parties.
