Liu Changyi, formerly known as Liu Changyi, was born in 1914 in Huang'an, Hubei Province.
Huang'an, later renamed Hong'an, was a well-known county of the First Generals, and Liu Changyi, who came from a poor background, later became one of the 12 founding lieutenant generals. In November 1931, Liu Changyi was promoted from platoon commander to company commander by Chen Geng, commander of the 12th Division, and the leader of the 36th Regiment was Yu Tianyun. In 1932, the Red Fourth Front moved west to create the Sichuan-Shaanxi base area, and the 18-year-old Liu Changyi was promoted to regimental commander.
In June 1934, the Battle of Wanyuan was fought. In April 1943, Pang Bingxun, commander of the 40th Army, and Sun Dianying, commander of the New 5th Army, openly surrendered to the enemy, and their units were reorganized into a pseudo-24th Group Army, with more than 20,000 people. In July, he attacked Taihanglin County. The 129th Division concentrated the main forces of Taihang and Southern Hebei and launched the Battle of Linnan.

However, it was also an indisputable fact that the regiment was scattered, and Liu Changyi decided to personally take two guard companies, a reconnaissance team, and some cadres of the organs to Wuniuguan to gather the troops and meet the three battalions led by He Deqing, the political commissar of the Seventh Regiment.
