Among them, the heroic posture of the female police officers of various women's prisons has left a deep impression on the visiting delegation.
When a delegation from the Japan Corrections Association visited the Shanghai Women's Prison on December 9, 2015, it saw that the prison covers an area of 30,000 square meters, the facilities are small, and there are more criminals detained, and the members of the delegation feel very similar to the Japanese penal office.
However, they were very "surprised" to see the energetic duty status of female police officers in various posts, especially when they heard that there were almost no female police officers leaving their jobs.

In Japan, the occupation of "criminal officer (national civil servant, non-police establishment)" has a relatively high turnover rate compared to other occupations. This phenomenon has created a major obstacle to the expansion of the recruitment of female criminal facility staff.
In 2006, the Japan Corrections Bureau began to explore plans to improve the law enforcement environment for women's criminal facilities, and the theoretical and practical departments continued to discuss them for eight years. In response to the high turnover rate of staff at women's criminal facilities in Japan, Heisei 27 (2015) proposed a goal of halving the turnover rate of women's criminal facilities in the next three years. The visit of the Japanese prime minister to the women's prison is also an unprecedented example. The Prime Minister's speech was not only a great encouragement to todaygi's female staff, but also reflected the importance that the Japanese government attaches to special prevention work.
On December 7, 2015, at the invitation of President Fan Fangping of the China Prison Work Association, president of the Japan Correctional Association, president of the Japan Correctional Association, president of Haruo Nishihara, the members of which included the special officer of the Correctional Bureau, the investigation officer of the Tokyo Correctional District, the chief correctional officer of the Tochigi Women's Prison Office, and the special officer of the Yokohama Prison Office visited China.

When the delegation of the Japan Corrections Association visited Yancheng Prison of the Ministry of Justice this time, the members of the group were still deeply "very surprised" by the phenomenon they saw. The day after arriving in Beijing, the delegation arrived at Yancheng Prison of the Ministry of Justice. The majestic military guards at the main entrance of the prison, the 5.5-meter-high outer wall of the prison, the supervision post and the 66 million volts of high-voltage power lines placed on it immediately made people realize that this place was so heavily guarded, giving the Japanese counterparts a very intuitive visual impact.
In particular, at the Erdao Gate (entering the prison area), there are also armed police standing guard to check the personnel entering and leaving the vehicle, so that the Japanese members realize that even the prison director cannot enter and exit the prison at will, which is very different from the Japanese penal office.
When I visited the prison in Japan, I also left some similar deep impressions:
For example, whether men or women are detained, whether they are felons or misdemeanors (in fact, Japan does not divide the vigilance according to the length of the sentence, but through scientific classification, according to the comprehensive assessment of the inmates, the possibility of re-offending, divided into two types of prisons, A and B), there is no phenomenon of armed personnel standing guard on the periphery.
The staff (correctional officers) do not carry weapons to work. In each special weapons dispensing room, in the event of an emergency such as riot or escape, the staff can quickly obtain weapons. For a long time, the japanese correctional system has been undertaken by the "district mobile police units" of each correctional district (there are nine correctional districts under the corrections bureau).
However, since the members of the mobile police units in the various districts are drawn from the various prisons, once involved in the emergency, the work of the original unit needs to be replaced by others. On April 25, 2019, decree no. 1058 of the Corrections Bureau of the Ministry of Justice was issued, which detailed the purpose of the setting, the content of training, the standards for formation, the tasks, and the equipment. All personnel selected from correctional facilities throughout the country will be transferred to the Tokyo Detention Center to form a formation. He works and trains in the Tokyo Detention Center on a daily basis, and no longer holds a position or work in a criminal facility. Of course, this is also based on the security considerations of the 2020 Olympic Games.
Another impression was that the leaders of the criminal detention center walked and talked while briefing the guests on the situation. Each time you walk to a door, skillfully open it with one of the keys (there is no phenomenon of subordinate trotting in front of the door in advance). That is, the warden holds the key and can enter and exit every door in the inmate.
On October 28, 2019, the Guangxi Prison Administration Network reported that the Delegation of the Japan Corrections Association (hereinafter referred to as the delegation) visited Guangxi Women's Prison under the leadership of Tetsuya Fujigi, the leader of the delegation. In the exhibition hall of cultural achievements in the prison district, Tetsuya Fujiki carefully watched the works on display, asked from time to time about the significance of each work, and when he learned that all the works were designed and produced by criminals, he extended his thumb and thought that the transformation of the women's prison work was very effective.

Most of China's women's prisons are built in large and medium-sized cities, and the reason for the location has long been different from the site selection concept of establishing prisons in the early liberation period. However, although it was chosen to be built in large and medium-sized cities, even provincial capitals. Affected by the price of land and land, the number of detainees in prisons has also undergone great changes compared with the situation in the original planning for the establishment of prisons. Therefore, the environmental conditions for law enforcement also need to be further improved.
Female prison police officers are bound to increase their inner pressure and even temporarily distract themselves because of a series of issues such as marriage, childbirth, support and support. Therefore, even if the number of active departures of women's prison police in China is almost zero, the current situation of heavy family burdens, dual-time workers or divorce for various reasons should also be highly valued by the competent departments at all levels. Among them, as a single mother, the prison policewoman usually has to grit her teeth and endure many unbearable tribulations and challenges of ordinary people. On one side is heavy work, and the work is not allowed to go wrong. On the one hand, there are old and young people with small heavy family burdens, their original weak shoulders, have borne too much, if there is no attention and care of the unit leaders, it is difficult to continue to bear or the deterioration of physical health, it is not impossible. Therefore, attaching importance to the physical and mental health of female prison police throughout the country is an issue that leaders at all levels should attach great importance to.
However, compared with physical and mental fatigue and hard work, what cannot be ignored is the prevention and control of criminal risks of female prison police. China does not implement a high-pay and incorruptible salary system, and all walks of life are conducting criminal compliance education. The income of female prison police officers at the grass-roots level varies greatly from region to region. In daily law enforcement work, temptations and risks are everywhere, whether female police officers supervise and educate criminals, or temporarily deal with various emergencies, they must firmly establish a sense of preventing criminal risks in their minds, and cannot put themselves in criminal risks because of negligence or other psychology. There can be no tragedy of taking off the police uniform and changing into a prison uniform.
