Gansu Province reported two typical cases of conviction and punishment for "endangering public safety in a dangerous way" related to epidemic prevention and control

On the morning of October 27, Gansu Province held a press conference to introduce the latest situation of epidemic prevention and control.

At the press conference, Li Ming, deputy director of the Gansu Provincial Public Security Department, reported two specific cases of conviction and punishment for the crime of "endangering public safety in a dangerous way":

I. At about 16:00 on October 18, 2021, the Kundong Branch of the Public Security Bureau of Pingliang City, Gansu Province, found that there was a message in the WeChat group of the masses in Pingliang City that "a case of positive covid-19 was found in a bubble steamed bun restaurant in Pingliang..." that was widely disseminated. After investigation, after hearing the family's reminder that "a certain bubble bun restaurant in Pingliang" had a close contact of a new crown patient who had eaten, Li Moumou compiled a message of "a positive case of new crown found in a bubble bun restaurant in Pingliang" without authorization, and then the message was forwarded in large quantities, causing adverse social impact. At present, Li Moumou has been punished by the Kundong Public Security Bureau for spreading rumors about the epidemic to disturb social order.

2. On October 24, 2021, Chen xxx and Luo xxx in Yongjing County, Linxia Prefecture, were husband and wife, and because they were dissatisfied with their son's isolation, they insulted and beat Zhang XX, a cadre of Bao Village. Luo XX has been criminally detained by the public security organs in accordance with law for suspected crimes of obstructing public service, and Chen XX's behavior has constituted illegal acts such as obstructing the performance of his duties and picking quarrels and provoking troubles, and he has been administratively detained in accordance with law.

And remind the broad masses of the people: at this critical moment of epidemic prevention and control, we should be responsible for the safety of ourselves, our families and others, abide by the epidemic prevention and control measures, and never violate the bottom line of the law. At the same time, participating in the nucleic acid testing of all employees is the legal obligation of every citizen in the place where the new crown pneumonia epidemic occurs, nucleic acid testing, as an important means of epidemic prevention and control, should be "tested and must be checked", not one person is missed, such as refusing to accept nucleic acid testing and other behaviors caused by the spread of new crown pneumonia or there is a serious risk of transmission, which may constitute the crime of obstructing the prevention and control of infectious diseases, and shall be sentenced to fixed-term imprisonment of not more than three years or criminal detention; if the consequences are particularly serious, it will be sentenced to fixed-term imprisonment of not less than three years but not more than seven years. Epidemic prevention and control is the common responsibility of the whole society, which is related to everyone's life safety and physical health. It is hoped that the broad masses of people will actively fulfill their responsibilities and obligations in epidemic prevention, conscientiously abide by the provisions of epidemic prevention and control, and jointly build a solid health and safety defense line.
