The court found that on September 12, 2020, defendant Qiu Mou, knowing that he was infected with the new crown virus, entrusted others to change the results of his new coronavirus nucleic acid test report to negative, and used the modified nucleic acid test report to deceive the domestic health code, and flew from Manila, the capital of the Philippines, to Shanghai Pudong International Airport on September 16, and then was diagnosed as a new coronavirus infected by entry epidemic prevention testing and Shanghai Public Health Clinical Center, and immediately received isolation treatment.

On October 12, 2020, after defendant Qiu was detained and summoned to the case, he truthfully confessed the above criminal facts.

The court held that the defendant Qiu Mou violated the border health and quarantine regulations, causing a serious danger of the spread of quarantine infectious diseases, and his behavior had violated the relevant provisions of the Criminal Law, the facts of the crime were clear, and the evidence was indeed sufficient, so the above judgment was made.

During the trial, Qiu had no objection to the facts and evidence of the alleged crime, and admitted guilt and accepted punishment.
