Baima Dorji said that relying on the "Mid-Levels Hotel", the development of travel, health and cultural products to promote local agricultural handicrafts and other economic elements, with new industries, new horizons, new resources and the local economy interaction and chemical reaction, thereby promoting industrial upgrading. The "Mid-Levels Hotel" is not only driving tourism, but also helping to upgrade local supporting industries due to the resources and interactions brought by the gathered crowds. Only by allowing local advantageous products to go out and talents to flow can the countryside be more vibrant.
Baima Dorji especially mentioned that the "Shangri-La of the World" brand is located in Diqing Tibetan Autonomous Prefecture on the Northwest Yunnan Plateau, and the brand benefits it brings have greatly promoted the economic and social development of Tibetan areas in Yunnan. Since the birth of the first Songzan Resort, the Mountain Residence Series has contributed to the transformation of the production lifestyle and employment of local villagers. Among them, Songzan Green Valley Mountain Residence and Songzan Shangri-La Linka located in The Village of Kena, 20 years ago, is still a semi-agricultural and semi-pastoral way of life and production, and today it has gradually transformed into some people who are employed in Songzan to engage in hotel service work, some people who open Tibetan family banquets to become catering suppliers in Songzan, some people who begin to provide ecological food to hotels, and some people even open homestay inns and become tourism practitioners. The ancient village of Laigu, surrounded by rolling snow mountains and the sky, Songzan uses the original terrain, and in the future, the entire hotel of the ancient mountain residence is embedded in the cliff, nearly half of the buildings are hidden inside the mountain, and from the village to the past, only the upper part of the small building can be seen, and the original village has formed a very harmonious texture relationship. Laigu Mountain Residence guarantees comfort in a low-carbon way and achieves the purpose of environmental protection and energy saving. The third point mentioned by Baima Dorji: the nature of the "Mid-Levels Hotel" determines the particularity of its site selection, and without damaging the environment, the hotel location needs the government to adopt more scientific, more accurate and more local policy support. Only by successfully selecting the site can we truly show the most beautiful scenery of Yunnan to the world, and can the "Mid-Levels Hotel" truly become the new business card of Yunnan travel. Many "Mid-Levels Hotel" site selection will involve nature reserves, the core area of the nature reserve needs to be avoided, and the non-core area needs a more complex approval process. Therefore, it is recommended that all states and cities should conduct access assessments for the newly built "Mid-Levels Hotel" project involving the nature reserve according to local conditions to ensure that the project will not cause damage and adverse effects on the nature reserve.

The location of the "Mid-Levels Hotel" is generally on the edge of the woodland or in the middle. Therefore, we can learn from the "point-like land supply" model of Moganshan in Zhejiang, and the overall site selection of the "Mid-Levels Hotel" can be a place with a good environment such as forest, but the specific buildings and supporting facilities only use the grassland, wasteland and a small amount of arable land distributed therein, do not cut down trees, do not damage the environment, and the construction land is only supplied according to this part, and the rest of the area maintains the original land nature and is protected by the hotel. For example, the Naked Heart Valley of Moganshan covers an area of 300 acres, but only 30 acres of construction land is used.
According to the experience of Baima Dorji, most of the areas where the "Mid-Levels Hotel" is located do not have a clear land rating and benchmark land price, so the local areas are provided with land according to the land rating and land price of the town closest to the site, and the actual land value in these areas is far lower than the town standard, so it is recommended to formulate a more detailed and reasonable land rating and benchmark land price for the village or remote area where the "Mid-Levels Hotel" is located.

Baima Dorji believes that the "Mid-Levels Hotel" is far away from the town area, does not have urban support, "five links and one level" and other infrastructure also have to be completed by the hotel itself, in the long run these areas do not need to be in accordance with the urban development model to support related facilities, and some places are ahead of the urban planning, the surrounding area of more than ten square kilometers will enter the urban planning, so many "Mid-Levels Hotel" will also pay real estate taxes and land use taxes in accordance with the requirements of urban planning. Baima Dorjee proposed that it hoped to introduce a policy of exemption from property tax and land use tax for projects that meet the "Mid-Levels Hotel".

Finally, he said that the payback period of domestic high-end hotels is very long, and the input and output are relatively low. Baima Dorjee is well aware of the difficulties and hopes that the government can tilt resources to support the construction of the "Mid-Levels Hotel", such as policy bank loans, industrial capital support, and fiscal discounts. These supports will greatly accelerate the development of the "Mid-Levels Hotel", so as to produce a scale effect in the short term and make a new business card of Yunnan.
