On January 22, at the fourth meeting of the 13th CPPCC Beijing Municipal Committee, Zhang Ye, member of the CPPCC Municipal Committee and deputy director of the Science and Technology Supervision Committee of the China Securities Regulatory Commission, submitted a proposal entitled "On Improving the Livability Level of Cities in Our City" to the conference, proposing that in recent years, under the efforts of the Beijing Municipal Government, Beijing's urban appearance has undergone tremendous changes, such as more green areas, more convenient road riding, and the trend of worsening traffic congestion has been suppressed. However, compared with international metropolises, Beijing still has a lot of room for improvement in urban construction management.

At present, the new version of the urban master plan has been implemented in depth, which puts forward higher requirements for optimizing the functions of the capital and improving the quality of the city. Focusing on the overall framework of "one core, one city, three belts and two districts", combined with functional relief, relocation and retreat, promoting urban renewal, optimizing the functional layout of the core area, building livable cities on a human scale, improving the living environment, strengthening the construction of modern urban infrastructure, and improving the quality of public services, is an important way and specific starting point for the implementation of the "four services".

Zhang Ye proposed that at present, in the urban construction of Beijing, there are still three major aspects that need to be improved. First, the standardization and standardization of urban facilities needs to be strengthened. At present, the city's traffic lights have not yet adopted a unified system, the design of traffic signs lacks humanized considerations, and the design of some subway stations is not scientific enough, and most of the blind lanes and wheelchair ramps have not really played their effectiveness.

Second, the level of intelligence in urban management is not high. Zhang Ye believes that for a super-large-scale city like Beijing, it cannot be managed by manpower alone. In recent years, the Beijing Municipal Government has built many urban management information systems, which have played a huge role in traffic command and security disposal, but the degree of integration between various systems is still low, and the degree of intelligence in serving citizens is not enough. For example, the pipeline into the ground has not been fully realized, the overall planning and construction coordination is not in place, and the traffic control lacks intelligent guidance mechanism.

Third, insufficient preparations for international development. Zhang Ye said that at present, the world is facing a major change that has not been seen in a hundred years, and it is foreseeable that if there is no major change or turmoil, the world's center of gravity will gradually tilt to the Asia-Pacific region, and Beijing's position in the world's political, economic, cultural, scientific and technological fields will become more and more important, so we must be prepared and laid out in advance for international development.

In addition, Zhang Ye also mentioned the current problem of uneven distribution of resources in Beijing. "Beijing's 'one nuclear, one city, three belts and two districts' plan is in line with Beijing's current situation and future development direction, and should be implemented unremittingly, but it must also be noted that there are still many places in Beijing that are not included in it." If resources are transferred to these key areas, it will inevitably lead to resource inequality," Zhang Ye said.

Zhang Ye suggested that Beijing's livability level can be improved in several ways. The first is to strengthen the standardization and standardization of urban construction and management, and make the city refined and refined. "It is recommended that the Beijing Municipal Urban Construction Management Code be formulated during the 14th Five-Year Plan period, and clear and practical provisions be made on roads, transportation facilities, greening, tourism signs, convenience for the disabled, English translations, etc., and gradually promote and implement them in the process of renovation to improve beijing's livability level."

The second is to vigorously improve the intelligent level of urban management in Beijing and build a smart city. It is proposed to add corresponding content to the 14th Five-Year Plan, and on the basis of existing work, further improve the degree of informatization and intelligence of the city from many aspects such as infrastructure construction, system interconnection, and citizen informatization services.

The third is to aim at the future and strive to improve the internationalization level of Beijing. Second, we must do a good job in the management of foreigners, take ourselves into the mainstay, take into account the actual situation, speed up the formulation of laws and regulations and the cultivation of talents, and use the means of the legal system to establish the image of a friendly, atmospheric, and inclusive international metropolis in Beijing; in addition, we can also use the opportunity of external promotion to remove some of our "stubborn diseases" in our daily work and turn it into a "grasping hand" for improving our work.

Finally, it is necessary to rationally allocate resources and strive to promote the balanced development of the city. It is suggested that the annual financial budget should not only focus on the previous base, but also gradually close the gap under the large-scale planning, so that all citizens can enjoy the fruits of development in a balanced manner. At the same time, while the central urban area of Beijing is relieved of its functions, it is also necessary to take into account the public service problems required for the lives of employees, and build and provide public service resources such as housing, education, medical care, entertainment, and leisure around the new city.
