It has been four years since the founding of the People's Republic of China. In the course of these four years, under the leadership of the Communist Party of China, the Chinese people waged a resolute struggle against enemies at home and abroad and consolidated the country's independence and unity; completed a series of democratic reforms, which gave the people's democratic dictatorship a solid foundation; and made diligent efforts on the production front to restore the economy destroyed in the protracted war. From this year onwards we began planned economic construction, the aim of which is to gradually industrialize the country and gradually transition to socialism.

As soon as the People's Republic of China was founded, the Communist Party of China concentrated its efforts on land reform and various other democratic reforms in order to create the necessary conditions for the beginning of planned economic construction in our country, the gradual industrialization of the country and the gradual transition to socialism. The great war to resist US aggression and aid Korea, which began in the winter of 1950, repelled not only the us imperialist attack on the Democratic People's Republic of Korea, but also its direct threat to the People's Republic of China.

Previously, in 1951, Zhang Wentian succeeded Wang Jiaxiang as the second ambassador of New China to the Soviet Union. On August 30, 2020, the day of the 120th anniversary of Zhang Wentian's birth, the Institute of Party History and Literature of the Communist Party of China published a signed article entitled "Dedication and Wisdom, Persistent Exploration -- Commemorating the 120th Anniversary of Comrade Zhang Wentian's Birth", which highly praised "his lifelong exploration of truth, open-mindedness, for the cause of China's revolution and socialist construction, to achieve the communist ideal, perseverance, selfless struggle."

In particular, the article pointed out that Zhang Wentian was the main person in charge of the specific implementation of the "156 projects" in the Soviet Union.

"He attaches great importance to the active development of Sino-Soviet economic and trade and scientific and technological cooperation, serves the domestic economic construction, participates in the relevant negotiations with the Soviet side as an ambassador, and is the main person in charge of the specific implementation of the '156 Projects' in the Soviet Union." On the basis of studying the experience of industrialization in the Soviet Union, he proposed that China's industrialization should be "steadily advanced", and put forward specific suggestions on the layout of China's steel industry, self-reliance and the combination of foreign aid. ”

The so-called "156 projects" refers to the stipulations of the "Soviet Aid Economic Agreement" signed between China and the Soviet Union in May this year, and the Soviet Union assisted China in the construction and reconstruction of 91 industrial projects, plus 50 projects that had been identified in 1950 and 15 projects added in 1954, a total of 156 projects, which were included in the "First Five-Year Plan".
