Guarding Fairness and Justice for 33 Years Leaving Great Love in the Human World - Remembering Wang Min, former deputy procurator general of the People's Procuratorate of Shucheng County, Anhui Province

On the morning of October 22, the Supreme People's Procuratorate and the Anhui Provincial Party Committee held a meeting in Hefei City to posthumously award Wang Min, former deputy procurator general of the Shucheng County People's Procuratorate in Anhui Province, the honorary titles of "National Model Procurator", "Outstanding Communist Party Member of Anhui Province" and "Civil Servant Satisfied by the People" in Anhui Province.

On June 19 this year, Wang Min suddenly fell ill while working overtime, and after all-out rescue, he unfortunately died in the line of duty on June 28, and his life was forever fixed at the age of 53.

Since wang min joined the People's Procuratorate of Shucheng County, Anhui Province in 1988, she has successively served as a clerk, assistant procurator, procurator, first-level procurator and deputy chief procurator. For 33 years, he has been on the road to protect fairness and justice.

In March 1990, Wang Min responded to the call of the party organization and applied for the first time to become a village instructor in the hutong village of the former Shusan Town in Shucheng County. During more than 700 days and nights in the village, he formed a deep friendship with the masses. In the summer of 1991, when a dangerous situation suddenly appeared on the levee in the village, he led the masses to drive piles with wooden beams, took the lead in carrying sandbags to fill the landfill, and finally eliminated the danger, and successfully resisted the extraordinary flood that had not been encountered in a hundred years with the villagers. In 1992, Wang Min joined the Communist Party of China.

In the eyes of Wei Long, deputy director of the Shucheng County Public Security Bureau, Wang Min is a jealous and vengeful prosecutor who is more ungodly prosecutor, and when handling cases, he charges ahead and bravely shoulders heavy burdens.

In 2011, Wang Min hosted lu'an city's first extremely bad-related crime case, the He brothers' black-related case. The case was a major case, and there was no precedent in the local area, and Wang Min, as the lead procurator, took the initiative to intervene in advance to guide the investigation of the case. In the face of nearly half a meter of high evidentiary materials, he formed a review report of more than 90,000 words within a one-month period and carefully prepared hundreds of pages of trial plans. In the 6 consecutive days of trial, in the face of forty or fifty defenders, he replied like a stream, what evidence was very clear in which volume and which page, the trial effect was very good, and 26 criminals finally got the punishment they deserved.

At that time, Wang Min gave up holidays and weekends and stayed with the police handling the case for more than 10 months, working for fourteen or five hours a day, busy until late at night. He has few words, is willing to study, and is good at business. Wei Long recalled.

Taking into account the large number of people involved in the mafia-related cases, the large number of criminal facts, and the high amount of money, Wang Min also specially produced several case "longitude and latitude tables" to draw charts on the main points such as the criminal suspect's confession, witness testimony, documentary evidence, and suspected criminal facts, so that the factual evidence in the case can be seen at a glance.

In the summer of 2012, the investigative authorities transferred the first tomb robbery case in Shucheng County for review and prosecution. Due to the large number of tombs, the large number of people involved in the case, and the large number of crimes, Wang Min believed after review that the evidence for the finalization of the case was not very sufficient, but he did not simply return the case to the investigation organs, but rushed to the scene of the crime in the mountain village of Ganfenhe Town, in the county, against the high temperature of nearly 40 degrees Celsius, using the "longitude and latitude map" of the case that he pioneered, recording each suspicious point of the case one by one on a thick pile of A4 paper, accurately numbering each tomb, and hand-drawing the scene map. This clear "longitude and latitude map" provides a good guide for the follow-up supplementary investigation of the investigation organs. In the end, the 8 criminals in the grave robbery case were brought to justice.

In 2013, the investigation organ transferred a case of intentional injury for review and prosecution, and the investigation organ needed to question the witness Wang during the supplementary investigation, but Wang was unwilling to cooperate. Just when the investigative organs were at a loss, the witnesses took the initiative to find the investigating organs two weeks later and expressed their willingness to take notes. It turned out that during this time, Wang Min took the initiative to go to Wang's home every day after work to preach the law and policies bitterly, and finally exchanged the confidence of witnesses.

In the 33 years since the procuratorate, Wang Min has handled nearly 2,000 cases, not a single wrong case, not a single overdue detention, and not a single petition involving the procuratorate.

With superb professional ability, Wang Min has become a leader in the work of many young procurators. From the typos of legal documents to the application of punctuation, he will correct them one by one. He also brought out a young and promising criminal prosecution team with honors.

Since joining the Public Prosecution Department in 2013, Chen Chanjuan, who is now the deputy director of the first procuratorial department of the Shucheng County People's Procuratorate, has been studying with Wang Min, and she is used to calling him "Teacher Wang" in private.

In January 2014, Chanjuan Chen assisted Wang Min, then chief of the Public Prosecutions Section, in a case of intentional injury between neighbors over homestead disputes. "Guo and his neighbor Wen had a dispute and escalated into a physical conflict. After forensic identification, Wen Mou's right upper limb was injured and his right radius was fractured openly, and the degree of injury was minor. When reviewing the facts of the case, Chen Chanjuan found that whether it can be ruled out that the open fracture of Wen's right radius is self-injury has a great impact on the characterization of the case. So, she told Wang Min about her doubts. Wang Min briefly asked about the situation, and without saying a word, he took Chen Chanjuan to a special trip to the county hospital and consulted orthopedic experts in person. With the reply of the professionals, Chen Chanjuan had a number in her heart.

Wang Min often told young colleagues: "We can't be sloppy in dealing with any case, you know, we may only handle an ordinary case, but for the parties, it may affect his life." ”

Over the years, the criminal prosecution departments under his supervision have been rated as advanced collectives by provincial and municipal procuratorial organs on many occasions, and have received many meritorious awards; they have successively cultivated backbone talents such as advanced individuals in the national procuratorial organs' anti-gang crime eradication and evil forces, and outstanding prosecutors in the province.

Wang Min is not very "exquisite" about life, accustomed to wearing discounted clothes bought from the supermarket, commuting to work by bicycle for decades, the furniture at home is still purchased more than ten years ago, and the mobile phone bought for him by his daughter has been used for 5 years. But whenever disaster relief, poverty alleviation, etc., Wang Min always competes for donations and donations.

Wang Min's wife, Guo Xu, said that her husband loves the procuratorial career and often takes the initiative to work overtime on weekends. Wang Min has 3 brothers in his family, he is the eldest, he should have taken on more family responsibilities, but he is often "absent" when his parents and wife need it most.

Once, during a heart-to-heart conversation with her daughter, Wang Min expressed her willingness to donate body organs. After his death, his family helped him realize this last wish, donating his cornea to help the two patients see the light again.
