There is no doubt that cities on the moon will be built underground. For astronauts who have been on the moon for a long time, radiation from the sun and the universe is an important issue, and the cheapest protective device is epidermal soil. So I think the roof will be very high on the moon for some obvious reason, and people will be more concerned about the inner space than in the outside world.
