Talking about why he pays attention to the "rural left-behind elderly care policy", Li Haiyan told reporters that in recent years, with the increasing number of migrant workers and entrepreneurs, the number of left-behind elderly people in rural areas has risen sharply, and the left-behind elderly have become the "main force" of the rural population, which has fundamentally shaken the foundation of the traditional old-age care model.

"The incidence of illness and medical service needs of the elderly group are much higher than those of the general population, and the special group of left-behind elderly people is not only unsafe in terms of life and medical treatment, some are sick for many days, and eventually small diseases become major diseases; some even cause tragedies at home, bringing great sorrow to the family." However, the elderly generally love their families and are reluctant to follow their children to go out for the elderly, so the problem of the elderly's pension has also become a heart disease for the children of migrant workers. She said.

It is understood that as of the end of 2018, the elderly population aged 60 and above in Henan Province was about 16.06 million, with an aging rate of 16.7%. In 2019, among the registered elderly people over the age of 80 in Henan Province, 1.97 million were aged 80 to 89; 280,000 were aged 90 to 99; and 8,029 were over the age of 100.

The huge population base and the deepening degree of aging make the pension still a prominent problem at present.

How to solve the above problems, Li Haiyan believes that we should speed up the introduction of rural left-behind elderly pension policies, improve the modern old-age care system, the government and all sectors of society continue to deepen reform, improve the quality of life of left-behind elderly, and go all out to write the true meaning of "the old have support, the old have dependence".

"Over the years, I have been paying attention to the problem of rural left-behind, and in previous years, most of the attention was on children, but at present, this problem has been basically solved, and the difficulty of going to school is no longer a common problem in rural areas." She said that in rural revitalization, solving the problem of old-age care for the elderly is a social well-being. It is necessary to increase government support and promote the implementation of the combination of medical and nursing care; deepen mutual cooperation between social organizations, jointly build a healthy old-age care system, and fully mobilize the enthusiasm of township health centers and private hospitals to participate in the elderly.

In addition, Li Haiyan suggested that each township should choose one or two health rooms with large venues, many rooms and good medical technology according to local realities, as a place for the combination of medical and nursing care, to provide day care services such as diet, entertainment, common disease medical treatment, rehabilitation and health care for the rural left-behind elderly, the extremely poor and the elderly living alone, and promote the construction of the "combination of medical and nursing" old-age service system.

Talking about this year's government work report, Li Haiyan said that the report "effectively guarantees and improves people's livelihood" occupies a page and a half, in addition, the report clearly put forward the work target task of "completing 3 million vocational trainings this year".
